Research On The Constraction Of Internet Public Sphere Under The Perspective Of The Good Governance

With the advent of the information era,the development of new media technologies has enabled certain situations in the traditional public sphere to be passed on and realized.The public sphere falling for centuries has brought new vitality once again and gave birth to a new form of transformation about Habermas public sphere----the internet public sphere.Therefore,the development and construction of the public sphere also shows new research values and realities.China's Internet public sphere has reached a completely new state after experienced three stages of budding,initial formation and in-depth development.It plays an important role in the promotion of political democratization,the maintenance of social harmony and stability,and the protection of the basic rights of citizens.However,building an orderly online public sphere in China also faces a series of challenges: The first is the challenge comes from the action subject,manifested as lagging government action,uneven quality of citizens,monopoly and utilitarianism of enterprises.Second is the challenge from the public media.It is manifested as an incomplete cyberspace management system,an imperfect cyberspace management system,severe erosion of commercial cyberspace,and cyberspace technology crisis.The third is the challenge from the public opinion,manifested as the entertainment tendency of public media,the emotional tendency of public discussion,and the classification tendency of discourse power.The orderly construction of the Internet public sphere is related to the development of the entire society.Therefore,building an orderly cyberspace in China must meet and overcome challenges.It mainly starts from three aspects: The first is to shape rational action subjects.Enhance the interaction and cooperation in the Internet public sphere by transforming the implementation concept;Improve citizens' awareness of democracy and responsibility by civic education.The second is to build a sound internal system.Maintain the rule of law by improving laws and regulations of cyberspace;Improve the management efficiency by optimizing management systems and technologies;Build an "opinion leader" exchange mechanism to enhance cyberspace responsiveness;Improve the transparency of cyberspace operations by improving the cyberspace supervision and control mechanism.The third is to create a healthy external environment.Deepen the citizen democracy by promoting the construction of political democratization;Expand service of social resources by strengthening the construction of network information;Enhance the citizens' social responsibility by emphasizing the construction of a cultural system.
