Legal aid is a social welfare undertaking that protects the legitimate rights and interests of socially disadvantaged groups.It also represents the high concern of the Chinese government for people's lives and the necessary measures to achieve comprehensive well-off requirements.The poor people themselves have weak economic strength,and it is difficult to use legal weapons to protect their rights and interests after encountering problems.In order to improve the living conditions of this group of people,the central government of our country has made efforts in many aspects,and legal aid is a kind of assistance measures.In the outline of the 10 th Five-Year Plan,it is clearly stated that we should continue to build a legal aid system and meet the social development goals by increasing aid.In the 16 th National Congress of the Communist Party of China,this goal was once again emphasized,and legal aid was included in the construction of social political civilization.The reason why legal aid can achieve smooth development has a strong relationship with the state of social development.In the process of continuous social development,the people's concept of the rule of law is constantly increasing,and the use of legal means to help the people solve practical problems is the fundamental requirement for building a society ruled by law and a prerequisite for safeguarding judicial justice.Legal aid itself has a public interest nature,which also makes the legal aid center not for profit.Generally speaking,people in remote areas can enjoy less legal services,which also leads to the need for legal aid centers in these areas to deal with more complex business content,but due to factors such as unreasonable staffing arrangements and lack of personnel capacity,The work of the Legal Aid Work Center has been hindered,resulting in a decrease in public trust in this institution.For the Legal Aid Center,it should have a clear understanding of its own problems.Through continuous optimization of the internal control system,internal management will be enhanced,and training will be strengthened to improve the overall quality of the staff.Under the impetus of social development,the legal awareness of Chinese citizens has obviously improved,and it is also necessary to solve the internal control problems of the legal aid center.This paper studies the situation of the Blue Mountain City Legal Aid Center,and understands that the center has problems in the internal control,such as disordered procurement process,chaotic cost standards,unsatisfactory case approval,and poor communication between counties and districts.COSO theoretical analysis,in-depth exploration of the existing problems of the center,to find the cause of the problem.At the same time,using a variety of ways to cooperate with each other,starting from the business level and the unit level,propose the establishment of internal control departments,strengthen research work,special funds,strengthen supervision and other major measures to solve problems,and at the same time for the internal control of the center The safeguard measures also propose corresponding measures such as external employment and quantitative assessment methods to optimize internal control programs through scientific means.It is hoped that the final point raised in this paper will not only change the Blue Mountain City Legal Aid Center,but also provide an effective reference for optimizing the internal control mechanism for other institutions.This paper is divided into five parts.The first chapter introduces the research background and research significance of this paper.The second chapter introduces the basic measures adopted in the internal control in combination with the actual situation of the Blue Mountain Legal Aid Center.Chapter 3,combined with the data analysis problem of the previous part,finds the problems existing in the internal control of the Blue Mountain City Legal Aid Center;Chapter 4 proposes improvement measures for specific problems;Chapter 5 summarizes the full text and proposes innovation points.That is to say,this paper analyzes the method combined with the actual case to ensure the validity of the final result,and can also provide an effective reference for other institutions to improve the internal control plan.
