Research On The Optimization Of Internal Control Of Non-profit Organizations Under The New Crown Epidemic

In recent years,with the continuous improvement of public charitable enthusiasm,public welfare charities have received extensive attention.In the critical stage of the outbreak of the novel coronavirus epidemic in 2020,the Hubei Red Cross Society has professional and organizational characteristics in the rescue and treatment of the epidemic disaster,forming its unique advantages.However,the unreasonable flow of materials and masks for drivers in the Red Cross Society of Hubei Province during the epidemic prevention and control have also aroused public doubts,resulting in a decline in its credibility and detrimental to the sound development of philanthropy in China.Based on the“Internal Control Standards of Administrative Institutions(Trial)”,this paper makes an in-depth analysis of the current situation and causes of internal control and put forward specific improvement countermeasures based on the existing literature and relevant information obtained from the Internet and acquaintances.This article first summarizes nonprofit organizations,secondly analyzes the current situation of internal control of the Red Cross Society in Hubei Province,and analyzes the causes of problems that occur during the epidemic.The specific causes include the speciality of the novel coronavirus epidemic,the insufficient emergency management capacity to deal with sudden major disasters,and the existence of strong government dependence.Finally,from three aspects: improving the efficiency and effectiveness of public services,improving the true and completeness of information,and ensuring the safe and effective use of assets,internal control optimization suggestions are put forward to the Red Cross in Hubei Province.Specific suggestions include simplifying the donation process,strengthening information communication,playing a centralized deployment role,improving risk assessment and emergency response mechanisms,improving information transparency and timeliness,and strengthening organizational personnel management.This article hopes that the relevant suggestions for the internal control of the Red Cross Society in Hubei Province can improve its role in the socialization of disaster relief and treatment,and can serve as a reference for other charitable organizations.
