Kampuchea,a small country located in the Central South Peninsula,is not important in international society in the past,so it has not attracted much attent ion from scholars.In recent years,some changes happen to the Asia Pacific reg ion.Especially in the 2016 South China Sea Arbitration where Kampuchea persi sts a neutral attitude under the pressure of the United States,Japan and other c ountries,Kampuchea has gained a lot of attention.The paper aims at exploring the reasons why Kampuchea pursued a neutral foreign policy.Part ? introduces the basic national conditions and historical characteristics of Kampuchea,as well as the reasons why Kampuchea was repeatedly invaded by external forces.Part ? employs the analytic hierarchy process(AHP)from three levels,tha t is surrounding,regional and global,to analyze the complexity of geopolitical r elations in Kampuchea and the inevitability of Kampuchea's choosing neutral f oreign policy.Part ? list the historical development of Kampuchea's foreign policy,and t hen analyzes the new characteristics of the neutral foreign policy in the new pe riod by comparison of different stages in Kampuchea.Part ? introduces the current situation of Sino-Cambodian relations,and hi ghlights the negative factors in bilateral relations,and puts forward suggestions.The paper combes the basic national conditions,historical developme nt char acteristics and geopolitical features of Kampuchea,and employs geopolitical theo ry to analyze the complex geopolitical relations of Kampuchea,and then based on the law of foreign policy,analyzes the necessity in choosing neutral foreign policy from the two dimensions of historical vertical and geopolitical theory.No w the paper echoes why Kampuchea pursues a neutral foreign policy.It will be helpful for a better understanding and promoting a better relationship between two countries.
