Research On Deepening Reform Of Commercial Registration In Wencheng County

With the development of the socialist market economy,the contradiction between the previous business registration system and the objective law of the development of market economy is increasingly intense,which restricts the development of productivity,especially the growth of innovative enterprises.To stimulate market dynamism and entrepreneurial enthusiasm among the masses,China has implemented the reform of the business registration system in full operation nationwide.The situation varies from place to place,so does the reform of the business registration system.Hence,the survey of the reform of the business registration system can effectively generate referential opinions for different situations and further promote the efficiency of the reform for different situations across the country.In recent years,Wencheng County put government management into practice by implementing the reform of the business registration system,resulting in a rapid increase in business entities.Based on the theory of service-oriented government and the theory of government regulation,this article studies the reform of the business registration system in Wencheng County.Then,by studying the problems existing in the reform,including random subscribed registered capital,imperfect cooperation and linkage between examination and approval departments under the license after permission system,growing number of business entities planning to exit passively year by year,problematic e-registration and difficulty in realizing strict management over the grassroots,this article analyzes the causes.For example,administration and supervision departments have not changed their regulation concepts,business entities lack subject consciousness,government departments have not popularized credit system sufficiently,weak collaborative spirit between all business registration-related departments,market entities are reluctant to register for exit,and proposes corresponding improvement measures by combining the actual situation of government management of Wencheng County with current experience in all aspects of the reform of the business registration system.These measures include perfecting the market entity exit supervision mechanism,business registration covering the whole county with business registration,intensifying rational guidance for subscribing to registered capital,further advancing "Internet+business registration",strengthening the building of ex-post supervision system and credit supervision mechanism,carrying out co-governance of the society,and forming the business registration form of "setting up offline full-coverage registration windows,taking 'Internet + business registration' as the main registration trend,sorting out market entities who plan to exit,strengthening ex-post supervision and credit supervision mechanism and pushing co-governance of the society",to truly carry out the reform of the business registration system in Wencheng County with participation by all people,efficiency and substantial results,providing some practical experience to the reform of the business registration system in China.
