Research On The Expert Demonstration System Of Significant Executive Decision

Compared with general or general administrative decisions,major administrative decisions often involve matters and problems with fundamental,strategic,overall,and social influences,and are closely related to the state or citizens.The fundamental interests have a close correlation.Whether major administrative decisions are legal,scientific,and democratic are related to whether the economy and society can develop scientifically,harmoniously,and quickly.The major administrative decision-making expert argumentation system refers to the administrative agency's goal of achieving administrative management,in accordance with the requirements of government decision-making,in the preparation of various overall,long-term,strategic planning,extensive consultation with experts with professional knowledge and skills.Experts participate in decision-making in the form of special consultations,research topics,etc.,and conduct a careful analysis of the feasibility and necessity of the decision-making plan,combined with professional judgment,form rationalized expert opinions,and provide scientific and reasonable assistance to the administrative organs.The expert argumentation system introduces the experts' knowledge,wisdom,experience and methods into the major administrative decision-making process,and improves the administration through pre-feasibility studies,program design,project research and program implementation,and post-project evaluation and acceptance.The quality of decision-making by the agency on major issues.Based on the analysis of typical cases and existing laws and regulations,this paper summarizes the problems existing in the legislation and practice of the system of major administrative decision-making expert argumentation.The problems at the legislative level mainly include: the system is not perfect,the procedure is not standard,the scope of major administrative decision-making is not clear,and the expert responsibility is not clear.The practical problems mainly include: experts are employed,experts are under supervision,experts are offside,experts are selected randomly,lack of publicity and supervision,and experts' argumentation opinions are difficult to be adopted.And lead to the major administrative decision-making expert demonstration researches in the cause of the problem,and have the negative impact of Chinese traditional administrative culture of the historical reasons,the expert's own limitations,the intrinsic factors of administrativedecision-making concepts backward,external reasons of resource limitations,and the theory and the lag of legislation,experts,forming mechanism and structure unreasonable reason,etc.Based on the above research,this paper puts forward to strengthen the construction of administrative rule of law culture,reasonably define the scope of major administrative decision-making issues,standardized expert demonstration program and content,clear the rights and obligations,improve the supervision mechanism and incentive mechanism,improve the neutrality and credibility of the expert opinion and the suggestion,in order to promote the realization of the function of the major administrative decision-making expert evaluation system.
