As a method of penalty enforcement,community correction has been lacking systematic and standardized evaluation index system for the past ten years.The public can not intuitively understand the supervision and restraint of the community correction system for community prisoners,the local government and functional departments can not appreciate the huge role of community correction work for grassroots governance,and it is difficult for community prisoners themselves to measure their own progress.Based on the practice experience and theoretical research results of community correction work,this paper reviews the process of community correction system development,analyzes the original intention of community correction system establishment,explores and constructs a community correction effect evaluation index system,and tries to make it play its guiding role in community correction work.At the present time when the legislation of the Community Correction Law is at the last moment,such an exploration will provide useful thinking for the legal norms of community correction effect assessment.The innovation points of this paper include:1.Based on the current situation of community correction work in our country,and starting from the essence and law of offender correction,we try to design a set of evaluation index system samples with clear indicators and reasonable weight.2.On the interpretation and support of the background of the times,the trend of informatization means to fully participate in the comprehensive management of society is fully clarified.How to make the community correction effect evaluation index system closely to the times,to bring into play the comparative advantage of informatization,is an innovation point in this paper.
