Now community correction is rising with characteristics of non-custodial penalty, criminal sanctions and community participation, becoming executive penalty measure of be commonly used. The practices have proved that compared with the traditional corrective measures, community correction has incomparable advantages on the issues of preventing and solving the minor crimes. That to implement community correction on juveniles, not only conforms to the Physical and mental characteristics of juveniles, embodies value pursuit of penal code, but also complies with trend of the international judicial reform。 Community correction can arrange the social resources comprehensively and effectively, which embodies the protection to juveniles by human rights ideas of constitution, also reflects the socialization of execution of punishment.On10th, July2003, Supreme People’s Court, Supreme People’s Procuratorate Ministry of Public Security and judiciary jointly issued "Notice on carrying out pilot work of community correction"."Community correction<8>"made that clear in2011. All these can prove that our country is paying high attention to community correction, at the present; we should give play to the community correction in the role of correcting minor crimes. Meanwhile, we should use the experiences the foreign countries have made on the issue of community correction, and complete the system of community correction in our country, and carry out the policy of educating, influencing and saving on the juveniles, and strengthen to juridical protection to juveniles.
