A Research On Trans-department Collaborative Governance Path Of Yacht

Taking recreation ships such as yachts as carriers to develop the offshore recreation economy is not only conductive to the integration of recreation tourism and manufacturing industry,but also boosting and extending the entire yacht industry consumption chain to promote the form of new recreation tourism market and enhance the development of offshore tourism and marine economy.From the perspective of yacht inventory,yacht culture transmission and yacht recreation facility supply,the development of yacht recreation industry still lies at the initial stage in China.The yacht is categorized as the sightseeing and entertainment ship,which is not fully applicable to the ship safety management system based on commercial ships.Moreover,due to its strong extensibility of yacht leisure industry,yacht leisure activity management involves many government departments.What remains unclear is the government's attitudes to its development and overall planning on it still lack.At present,the ship security competent authority—Marine Safety Administration is responsible for yacht safety management and other related departments are still not fully engaged in the yacht entertainment governance.The research topic of this paper comes from the concern of Zhejiang Provincial Counselor's Office for the regulation on offshore fishing activities and the proposal of NPC deputies on the administration of offshore recreation activities.The orderly and healthy development of offshore recreation industry requires public service and safety supervision that meet the needs of the society and the expectations of the mass,including yacht safety supervision,yacht club administration,yacht public dock design and construction,yacht recreation activity administration,yacht culture promotion and so on,which require multiple relevant government departments,including Maritime Safety Administration.Fishery Administration,Port and Shipping Administration,Ocean Administration.Tourism Administration and Safety Administration,to use a variety of means to achieve coordinative governance under a unified governance goal.According to the development trend of seagoing yacht recreation industry in China,the author has made a preliminary study on how to realize the coordinative administration of offshore recreation activities by taking advantage of the opportunity brought about by the reform of "Streamlining administration,delegating power and improving service" vigorously promoted by the government.Four main parts will be discussed as follows:ance theory.It contains the discussion on the generation and development,value consideration and influence application of the collaborative governance theory,and further the summarization of the basic connotation,operation mechanism and implementation means of the collaborative governance theory.The mechanism of trans-department collaborative governance is also discussed.Secondly,an analysis on the current situation of daily supervision of yachts and other recreation ships in China,mainly containing the supervision of yacht safety,the current situation and existing problems of yacht recreation activity order administration,and the dissection of the root of the problems.Thirdly,taking yacht administration practice in Zhejiang as an example to analyze and examine its administration practice of improving public service of yacht by means of local government safety supervision platform promoted by the reform of "Streamlining administration,delegating power and improving service"to regulate yacht government affairs and perfecting yacht safety administration systems.Fourthly,based on the comprehensive application of collaborative administration theory as well as the evaluation and analysis of trans-department collaborative governance,the author has put forward several suggestions on the collaborative governance of yacht recreation in the offshore recreation times to improve the public service required by the economic development of yacht.
