Study On Evaluation And Improvement Of Collaborative Governance Ability Of Food Safety In Y District Of Xi’an

Food is an indispensable item for human survival,and its quality and safety are related to everyone’s practical interests.The state has proposed to improve the governance system,implement the food safety strategy,and enhance the governance capacity and modernization level.Ensuring the "safety on the tip of the tongue" of the people has become an important responsibility of governments at all levels.In this context,scholars at home and abroad have done a lot of research and produced a number of meaningful results,but there are also some problems,such as the focus field is too macro,and the research on the collaborative governance ability of food safety of district and county-level governments is insufficient.This paper mainly takes the grass-roots government of Y District of Xi’an as the research object to study the evaluation method and optimization strategy of collaborative governance ability of food safety.Firstly,based on the collaborative governance theory and market failure theory,this paper defines the conceptual connotation of grass-roots government,food safety and collaborative governance,defines the analysis framework of food safety collaborative governance ability,and adopts Delphi method and analytic hierarchy process to generate an evaluation index system suitable for grass-roots government food safety collaborative governance ability from four aspects: governance subject participation,collaborative effectiveness,governance effect and governance satisfaction.Secondly,through the organic combination of case analysis,questionnaire survey and field research,measure 13 indicators one by one,score and evaluate the collaborative governance ability of food safety in Y District of Xi’an,and analyze the reasons for the problems from five aspects: participants,personnel guarantee,supporting mechanism,information interaction and legal system.Thirdly,actively learn from the collaborative governance experience of Suzhou high tech Zone,Jiaojiang District of Taizhou City and Shushan District of Hefei City,and put forward the Optimization Countermeasures of cultivating the main force of participation,improving the level of professionals,improving the collaborative guarantee mechanism,strengthening information sharing and perfecting the legal system of collaborative governance.
