A Study Of Ethnic Legislation Experience In Minority Areas Of Yunnan Border Area

Introduction:This paper mainly introduces the background and significance of the topic,the research status at home and abroad,the ideas,contents and methods of the topic.On the basis of explaining why to study ethnic legislation and why to study ethnic legislation in border minority areas,it further elaborates the experience of studying ethnic legislation in Nujiang Lisu Autonomous Prefecture.The significance lies in providing reference for doing well the work of ethnic legislation in Yunnan under the new situation.Chapter one:the theoretical basis of legislation research in border minority areas.This paper mainly elaborates on the relevant concepts of ethnic legislation,the special significance of ethnic legislation research,and the significance of doing well in ethnic legislation work in border ethnic minority areas.The second chapter:the historical evolution of the national legislation of Nu River.First is a brief introduction to the status,history and characteristics of Yunnan's Nu River Prefecture.This paper holds that Nujiang Prefecture integrates many factors,such as frontier,nationality,religion,poverty and so on.It has special geographical and human characteristics,and correspondingly has special legislative needs,which paves the way for the next demonstration.The two is to introduce the general situation and historical evolution of ethnic legislation in Nu River.The third chapter:the basic content of the national legislation of Nu River.The main contents of the three autonomous regulations and eight separate regulations in Nujiang River are summarized from the following aspects:promoting the development and protection of resources,protecting the rights and interests of ethnic minorities,building harmonious ethnic relations,enhancing national self-confidence,improving the living environment and strengthening religious management.The fourth chapter:the positive interaction between ethnic legislation and law enforcement in Nu Jiang prefecture has achieved initial success.This paper mainly expounds the measures and achievements achieved in the construction of benign interaction between ethnic legislation and law enforcement in Nu Jiang Prefecture.The fifth chapter:the analysis of the characteristics of Nu River's ethnic legislation.From the point of view of the small number but extensive content of national legislation,the achievements of national legislation in Nujiang Prefecture are slightly higher than the level of economic development,the focus of national legislation reflects the characteristics of Nujiang River,the exercise of flexible power in national legislation needs to be strengthened,the leadership of the Party in national legislation should be further strengthened,and the effectiveness and problems of national legislation exist side by side.On the other hand,the characteristics of ethnic legislation in Nu River are refined.The sixth chapter:Summary of Nujiang National Legislation Experience.On the basis of careful and detailed analysis of the content of Nujiang national legislation,this paper establishes the principle of guaranteeing the full exercise of autonomy by the autonomous organs,establishes a scientific legislative concept,persists in considering the number of legislation on the basis of guaranteeing the quality of legislation,stresses the national characteristics of Nujiang River itself,and stresses the local characteristics of Nujiang River.To sum up the experience of Nujiang Prefecture's ethnic legislation through the concepts of "harmonious" coexistence,"cooperative" win-win,and further safeguarding the stability of the frontier through improving the livelihood of ethnic minorities in the frontier.In a word,the author hopes to sum up the experience of national legislation in Nujiang,a special area which integrates elements of border,nationality,religion and special poverty,so as to improve the level of national legislation in Yunnan and provide reference for further promoting the standardization and modernization of national legislation in China.Reference,to make efforts for the improvement of the socialist legal system with Chinese characteristics.
