The right to health is one of the most basic human rights that citizens have.Under the trend of universal concern about the right to health and the call for the protection of the right to health,children have received extensive attention as a special group.The study of children's right to health is of great significance.The state is the main body of the realization of the child's right to health.In the process of ensuring the implementation of the child's right to health,the government departments need to give full play to the leading role and effectively strengthen the special protection and special care for children's right to health.Since the founding of the People's Republic of China,especially since the reform and opening up,China's child health rights have achieved world-recognized progress.First of all,it shows progress in laws,regulations and policies.China has successively promulgated the Law on the Protection of Minors and the Law on Maternal and Child Protection,which regards children as a special group for the protection of the right to health.Second,it shows progress in infrastructure construction.The number of children's hospitals,maternal and child health centers and kindergartens in China has increased year by year.Finally,it shows the progress of the health status of children in China.The child mortality rate in our country has continued to decline and the growth and development of children has improved.However,due to China's long-term basic national conditions in the primary stage of socialism and the imbalance of social and economic development levels,especially the new needs of the people in the new era,there are still many unsatisfactory problems in the rights of children's health in China.The recent exposure of Shanghai Ctrip Parent-child Park and the child abuse incident in the Red,Yellow and Blue kindergartens in Chaoyang District of Beijing is enough to show that there is a need for improvement and improvement in the protection of children's health rights in China.Among them,the issue of government responsibility is more prominent.This paper is based on the perspective of the basic human rights of citizens in the principles of political science.Based on the case analysis of Shanghai Ctrip Parent-child Park and the child abuse case of Honghuanglan Kindergarten in Chaoyang District of Beijing,this paper explores the inconvenience of the government in the protection of children's health rights.And propose a scientific strategy from the perspective of government responsibility.This paper is divided into six parts.The first part is the introduction.From the perspective of research background and research significance,it explores the need to improve the protection of children's right to health and explore the government's responsibility in protecting children's right to health.Secondly,it is the research status of children's health rights at home and abroad.Finally,it defines the related concepts and introduces the research ideas and research methods of the full text,and proposes the innovation points and deficiencies of this paper.The second part is the basic achievements made by China in safeguarding children's right to health.It is manifested in the basic formation of laws and regulations on children's right to health,the basic establishment of infrastructure and the general healthy growth of children.The third part is the case study.The child abuse case of Shanghai Ctrip Parent-child Park and the Red,Yellow and Blue Kindergarten in Chaoyang District of Beijing is taken as the entry point to analyze the harm of child abuse.The fourth part is the government responsibility in the protection of children's health rights in China.The fifth part is the experience of foreign government's responsibility to protect children's health rights,and draws on the specific experience of Western developed countries in fulfilling the responsibility of government in protecting children's health rights.The sixth part is about the countermeasures.For the problems raised in the fourth part,it provides targeted countermeasures for the government to perform its duties.
