The Research On Xi Jinping’s Party Accountability Thought And Practice

Since the 18 th National Congress of the CPC,the Chinese Communist Party has strengthened its overall and strict administration of the Party,held high the banner of anti-corruption,and continuously promoted the responsibility system for building a clean and honest government,greatly purifying the political ecology within the Party and creating a new situation in the Party’s construction.The CPC Central Committee which takes Xi Jinping,General Secretary regards as the core uses accountability as a sharp weapon to strictly address dereliction of duty in the construction of party and the party’s cause.Strengthening inner-party accountability has become one of the distinctive features of the CPC in governing the party and governing the country.Based on the Marxist theory of party building,this paper systematically discusses the ideological origin of Xi Jinping’s inner-party accountability thought and its proposal,the theoretical basis and practical measures of Xi Jinping’s inner-party accountability thought,and finally expounds the significance and value of Xi Jinping’s inner-party accountability thought.This paper holds that these theories are all important theoretical sources for Xi Jinping’s inner-party accountability thought including the party building theory of Marxist classic writers,the accountability thought of Chinese traditional society,the basic viewpoint of western accountability system and the accountability thought of successive leaders of the communist party of China.At the same time,this paper discusses the reality and necessity of Xi Jinping’s inner-party accountability thought in the light of current changes in the world,national conditions and party situation.This paper analyzes the theoretical basis of Xi Jinping’s accountability system from the four levels of the party,society,state and leader to strengthen the party’s leadership,implement people’s democracy,perfect the legal system of country and improve the political quality of cadres.This paper believes that,first of all,strengthening the party’s leadership is the primary basis for Xi Jinping’s thought of accountability within the party.Party and government military and civilian studies,east,west,north and south,the party’s leadership are mostly essential features of socialism with Chinese characteristics.Secondly,the accountability system within the party is an important way to develop democratic politics and realize people’s sovereignty.The Communist Party of China has always insisted on serving the people wholeheartedly.Accountability also reflects the Party’s mass line and fine traditions of the party.What’s more,the accountability system within the party is the basic component of implementing the strategy of governing the country by law.Because of the special ruling position of the Communist Party of China,governing the country must first run the party,and establishing and improving the accountability system within the party is an important part of China’s construction of a country ruled by law.Finally,the accountability system within the party is also an important way to improve the political quality of cadres.The official must be the first person,and the accountability system will inspire the party organization,party members and leading cadres to actively perform their duties and effectively improve their comprehensive political quality by clarifying their sense of responsibility.Since the 18 th CPC National Congress,the Communist Party of China has held high the banner of anti-corruption,severely punished corruption,focused on accountability for inaction,strict accountability,and made unremitting efforts to establish and improve the accountability system within the Party.During this period,we also actively promoted the responsibility system for building a clean and honest government,and innovatively put forward that the party Committee should bear the main responsibility and the discipline inspection Commission should undertake the supervision responsibility,and dialectically handle the party Committee’s main responsibility and the discipline inspection Commission’s supervision responsibility so that they complement each other and achieve the best results.This paper systematically discusses Xi Jinping’s main measures of accountability within the party from five aspects: defining the main body of accountability,strictly reporting on work,paying close attention to the construction of the party’s style of work,seriously investigating and punishing corruption,and strengthening supervision and accountability.At last,this paper discusses the value and significance of Xi Jinping’s thought of accountability within the party.This paper holds that Xi Jinping’s system of inner-party accountability embodies the innovative practice of the construction of Marxist ruling party and enriches Marxist party construction theory.Xi Jinping’s system of accountability within the party has awakened the party’s sense of responsibility and is conducive to the fulfillment of the party’s historical mission.Xi Jinping’s inner-party accountability system has strengthened the party’s construction and improved the party’s ruling ability.Xi Jinping’s inner-party accountability system has carried forward the party’s fine tradition and style of work.Xi Jinping’s system of accountability within the party has taken seriously the political life within the party and greatly purified the political ecology within the party.
