| The rule of law is a kind of value activity,and it is also a normative activity.Legal norms are the carrier of the value of the rule of law.The process of building the rule of law is the process of transforming the value of the rule of law into legal norms and using legal norms to guide and constrain people’s behaviors to realize the value of the rule of law.Citizen morality is the moral presupposition of citizens,the moral requirement of social public life,and the pursuit of social public life order and its fairness.To enforce the rule of law requires the support of morality and strengthening the moral construction of citizens is the moral foundation for comprehensively promoting the rule of law.Xi Jinping,general secretary of the CPC Central Committee,stressed that when talking about the rule of law and the rule of virtue in the history of our country,law is the yardstick and must be followed at all times;morality is the cornerstone and cannot be ignored at any time.Under the new historical conditions,we must implement the basic strategy of governing the country according to law and the basic methods of governing the country according to law,and build the rule of law in China.At the same time,We must adhere to the combination of ruling the country by law and ruling the country by virtue,so that the rule of law and the rule of virtue complement each other,promote each other,complement each other,and promote the modernization of the national governance system and governance capacity.This paper analyzes the support of morality to the rule of law.Firstly,based on the related theories of citizen morality,law,rule of law and rule of virtue,this paper systematically analyzes the influence of citizen morality on different aspects of ruling the country according to law,and discusses the basic value appeal of the rule of law to civic morality.Secondly,it points out the phenomenon of moral deficiency and problems in the four aspects of legislation,law enforcement,justice and law-abiding,and deeply analyzes the causes of these problems from subjective and objective aspects.Thirdly,from the aspects of moral subject,moral environment,moral education and institutional constraints,this paper puts forward specific countermeasures to strengthen the construction of civic morality.In summary,comprehensively governing the country according to law requires moral support,strengthening the moral construction of citizens and improving the moral quality of citizens have important theoretical and practical significance for realizing the rule of law in China. |
