Informal finance is an important part of the financial system in China,giving a great contribution to Chinese economic growth,especially for small and medium-sized enterprises.However the current market access system in the financial system is not suitable for our country informal financial market and unable to correctly guide the healthy development of informal financial market.Informal financial market access system needs to be perfected in the further.Throughout the development process of Chinese informal financial access system,it shows the characteristics from loose to strict control and then to standardization.Although the access system gradually moves towards standardization,there are still problems of high access standards and large access gaps in terms of substance.In view of our country informal financial market,first there isn't a specialized legislation.On the one hand,the lack of specific legislation make informal financial market access to a certain extent to discourage informal financial entities financing enthusiasm,legal status is not recognized and easy to induce economic crime.On the other hand,because of the high standard of access,the funds of informal financial organizations are more inclined to flow to those with high capital demand,which leads to their inability to meet the needs of those with different levels of capital demand.Open eyes to other countries,like Germany,Japan,the United States and Taiwan have many good deeds in the market access of financial finance,and the perfect legal and regulatory system,supporting policy documents and advancing with the time their market access concept are worthy of referencing.This paper argues that market access as maintain financial market stability,promote the development of the first line of defense,the standard must be made to accord with the realistic demand to solve our country civil legal issues existing in the financial market access,we must perfect our country informal financial market access system,fundamentally must clearly expanding market and maintaining market stability,the basic goal established prudential,fairness,the basic principles of realism.In terms of specific measures,it is necessary to further construct and improve the approval and filing system,establish and improve the legislation of informal finance,substantially lower the market access standards of folk finance organizations,and affirm various forms of folk finance organizations.
