Public security mediation is an important part of China's administrative mediation,an inevitable outcome of China's social development,and it is also in line with the current national conditions of our country.As one of the most commonly used means for public security organs to deal with public security cases,public security mediation is in line with the idea of "harmony is more expensive" in traditional Chinese culture.It has become the favorite way for grassroots public security organs and even ordinary people to resolve disputes between the masses.The system has the advantages of cost saving,improving social relations,and preventing conflicts from intensifying.It can not only effectively resolve contradictions and disputes between the two parties,but also has a good effect on preventing the parties from generating hatred.In general,the security mediation system helps to build a harmonious society and promotes friendly interaction between people.Although public security mediation is the most widely used means for public security organs in China to deal with public security cases,there are no systematic laws and regulations,which leads to many problems in the security mediation system.Through the investigation of the status of public security mediation in grassroots public security organs,I found that public security mediation is a kind of public security administrative law enforcement.Due to the unclear legislation at the current stage,the law enforcement personnel arbitrarily expand or narrow the scope of application and improper mediation methods.Appeared,making the social effects brought about by public security more complicated.More importantly,the mediation agreement reached through public security mediation is not enforceable,which leads to the fact that public security mediation cannot completely resolve disputes between the masses under certain circumstances.In the early part of this paper,a large amount of literature data was collected.After sorting out the analysis,it was found that the scholars did not have enough research on the public security mediation system in our country.Especially,some basic theoretical concepts in the public security mediation system have not been unified.Scholars have their own opinions.The above basic theoretical part will be further combed and analyzed,aiming at extracting the viewpoints that scholars can reach consensus and bringing convenience to the practical application of grassrootsorgans.Secondly,using the investigation method to conduct research on the public security mediation system in grassroots public security organs,preliminary Exploring the application of China's public security mediation system in practice,we can find that there are many problems and difficulties in the specific application process.For this reason,this paper will solve the problem by analyzing the real cases and learning from the foreign diversified dispute resolution mechanism.These questions put forward feasible suggestions.Finally,through the analysis of the social benefits of public security mediation,we sort out the institutional advantages of public security mediation,and propose a series of institutional security mechanisms for public security mediation,ultimately aiming at building a common governance New pattern On the practice of help and guidance.
