| Public security mediation is the basic means for our public security organs to deal with civil disputes.However,with the continuous development of social governance structure and adjustment mechanism,the limitations of the original methods and methods of public security mediation begin to appear.It is an urgent task to solve the new situation and new problems in stages,and to further explore new methods and strategies of grass-roots public security mediation work.Strengthening the research on the new public security mediation mechanism is not only conducive to promoting the innovation and development of law enforcement practice,but also conducive to reducing the risk of illegal activities and ensuring the fundamental interests of the people to the maximum extent.From the point of view of practical development,the new mode of public security mediation in police stations can deepen the development of social governance and security system in China,give play to the value and superiority of public security mediation system,and embody the status of public security organs as public servants.In the course of the research,the author always keeps close contact with the police station,conforms to the background of "social governance" put forward by the decision of the third Plenary session of the18 th CPC Central Committee,and introduces mature governance concepts such as discretion and balance of legal value,which lays a solid theoretical foundation for the research of the paper.Taking the x police station of Beijing as an example,this paper collects the data of police,filing,mediation method,mediation result and success rate,summarizes the experience of public security organs at the grass-roots level to carry out public security mediation,refers to the domestic and foreign social governance theory and empirical research experience,and helps the public security organs to better understand the current situation and difficulties of public security mediation.The innovative achievements mentioned in this paper can be used to supplement and perfect the theory of social mediation,accelerate the establishment of a research system of social security mediation with Chinese characteristics,and improve the efficiency and accuracy of the allocation of various mediation resources.The systematic study of public security mediation theory is an important task to optimize the construction of democracy and legal system,and also an important part of establishing and perfecting the social governance system.Analysis found that the current police station security mediation work still has the security mediation function lags behind,the mediation agreement legal binding force is low,the dispute resolution is not thorough,the mediation process and the supervision mechanism is not perfect,the party legal consciousness is weak,the mediation work efficiency is low,and the countermeasures and suggestions with practical application value are formulated in combination with the of the existing problems,such as establishing the conflict and dispute investigation and prevention mechanism,constructing the standard system of public security mediation procedure and laws and regulations,establishing the long-term supervision mechanism,and building the mechanism of expressing the interests of contradictions and disputes.It is hoped that through systematic research,we will further promote the efficient and innovative development of public security mediation in police stations and contribute to the maintenance of public order and stability. |
