Research On The Competition Assessment Of Industrial Policy

Industrial policy and competition policy are both important economic policy in our country.Different scholars have different opinions on how to coordinate them.These insights can be broadly divided into three categories.The first one is that the coordination of the two should be dominated by industrial policy and supplemented by competition policy;The second one is that it should be based on competition policy,supplemented by industrial policy,and the third one is that it should be determined on the basis of actual economic development and needs.Through the investigation of industrial policy and competition policy practice,we can find that industrial policy in the past is dominating,and competition policy is supplementary.With the deepening of economic system reform,in recent years China gradually enhance the status of competition policy,emphasizing the role of competition mechanism.Industrial policy in China shows a strong government intervention,which has become an important means for our government to intervene directly in the economy.Although industrial policy has promoted the rapid economic grovwth in our country,with the economic growth,the negative impact of industrial policy has gradually been exposed.In order to reduce the negative impacts,the formulation and implementation of industrial policies should be subject to the necessary constraints.The implementation of Competition Assessment of Industrial Policy can eliminate the improper intervention of government in industrial policy,coordinate the relationship between industrial policy and competition policy,promote the formation of fair competition market environment,and prevent the occurrence of administrative monopoly.At present,Competition Assessment of Industrial Policy system has been established at all levels of governments and departments,and its implementation has achieved initial results.However,from the practical point of view,there are still some problems in the Competition Assessment of Industrial Policy,such as insufficient motivation of self-examination,insufficient ability of self-examination,lacking of meticulous examination procedure and lack of incentive mechanisms.Because the Competition Assessment of Industrnal Policy is a brand-new system in our country.In order to solve the problems above in the process of system implementation,our country can examine and learn from the successful expernence of the extraterritorial.On the basis of drawing lessons from extraterritorial experience,China should combine its own national conditions and make use of some existing resources to improve the Competition Assessment of Industrial Policy from the following three aspects.Firstly,increase the assessment subject,enhance the professionalism and objectivity of the assessment by strengthening the participation of competition law enforcement agencies in the assessment process.Secondly,refine the specific system of Competition Assessment of Industrial Policy,improve the maneuverability and rationality of the assessment by perfecting the public participation procedure,establishing the third party ex post evaluation system and establishing the information disclosure mechanism.Thirdly,improve the safeguard measures of Competition Assessment of Industrial Policy,especially from the establishment of the basic status of competition policy and the establishment of financial incentive mechanism to enhance the enthusiasm and initiative of the assessment.
