The development of China s economy has entered a new normal.The extensive application of big data has promoted the network economy,and has also made freedom of expression have new connotation and extension.Compared with the traditional freedom of expression,freedom of expression on the network has new characteristics such as timeliness,concealment and weak responsibility.In order to better conform to the trend of the times and promote the process of the rule of law in the network society,it is necessary to protect and regulate it.The freedom of expression on the network is like a double-edged sword.On the one hand,it has positive value and social contributions.On the other hand,it also brings many dilemmas and challenges to the misreading and abuse of this right.In the era of rapid development of the network,freedom of expression on the network can more fully promote the realization of mass self-worth.In addition,it has made outstanding contributions to the development of today's society.It can not only promote the prosperity of multiculturalism,but also greatly promote democratic and freedom and strengthen social supervision.But at the same time,it will aggravate the conflict between public order and civil rights,and present various problems and challenges in the current network society.For example,the invisibility of online expression tends to breed moral corruption and contribute to bad behavior.While the freedom of expression on the network can promote democracy and strengthens supervision,it will inevitably conflict with existing interests.The rule of law in the network society is an integral part of the problem of a socialist country ruled by law with Chinese characteristics.In order to reduce and avoid network irregularities and promote the harmonious and healthy development of the network society,the freedom of expression on the network needs not only legal protection,more reasonable regulation is needed,and the reasonable regulation on freedom of expression on the network is the necessary to ensure its healthy development.This paper is intended to study the regulation on freedom of expression on the network,and focuses on the improvement measures of its regulation.In addition to the summary and introduction,this paper is divided into three parts to study the regulation on freedom of expression on the network in China.Firstly,starting from the traditional concept of freedom of expression,through the significant changes in its scope and approach,this paper introduces the new characteristics of the freedom of expression on the network,together with the trade-offs of its positive and negative values,with a view to delineating the boundaries of civil rights to exercise freedom of expression on the network society.Based on the study of the relevant policies of the national network rule of law and the previous studies on freedom of expression on the network,I have successively studied the regulation on freedom of expression on the network in China from many aspects by using data analysis,case study and other research methods.In view of the reality and special national condition of our country,I have proposed a new regulation on freedom of expression on the network on the basis of drawing lessons from foreign experience.Firstly,the corresponding principles should be followed in the regulation of freedom of network expression.Secondly,we should improve the network legislation system,build a reasonable and effective regulatory mechanism,and straighten out the corresponding responsibilities of the state,industry and individuals.In addition,we should strengthen social supervision at different levels,with morality and habits,and work together for the development of the rule of law on the network.It should be pointed out that while regulating the freedom of expression on the network,the state should always adhere to the principle of protecting human rights and proportionality,and ensure that the compulsory rights of the state are not abused and the basic rights of citizens are not violated.It is a long and tortuous process to promote the reform of online rule of law,and we should carry on the constant repair on the basis of national conditions.At the same time,we should coordinate the relationship between freedom and order in the network society,accelerate the process of the rule of law in the network,and realize the sharing and co-governance of the network society.
