Study On The Sorting Comparison And Implementation Effect Of Fuzhou’s Independent Innovation Policy Tools

Independent innovation is not only the key factor in enhancing the core competitiveness of the city,but also the fundamental way to build a national-level innovative city.In the context of the country’s proposal to implement an innovation-driven development strategy and the construction of the Fuxiaquan National Independent Innovation Demonstration Zone,Fuzhou has intensively introduced a series of policy initiatives to support independent innovation.Fuzhou adheres to the drive of innovation as the core strategy for urban development,implements the "eight major independent innovation upgrading project" and promotes the effective promotion of regional innovation capabilities.However,the overall independent innovation capability of enterprises is still at an average level,and the road of independent innovation is a long way to go.Government policy support and guidance.A scientific assessment of the implementation effect of Fuzhou’s independent innovation policy was conducted to understand the effectiveness and main problems of the implementation of the policy,and the countermeasures and suggestions for promoting the implementation effect of Fuzhou’s independent innovation policy were proposed.This paper takes the classification and comparison of the independent innovation policy tools of Fuzhou City as the selected topic,and the main contents are developed from the following five aspects.First of all,on the basis of extensive reviewing and drawing lessons from relevant studies on domestic and foreign independent innovation policies,this article defines the core concepts of this paper and sorts out relevant theories related to independent innovation policies and social network analysis methods.Second,based on the social network analysis method,the classification and comparison of Fuzhou’s independent innovation policy tools were conducted.According to the supply,environmental,and demand categories,talent team construction,infrastructure construction,public service,financial and financial support,intellectual property protection,institutional and institutional development,government procurement,and foreign trade,Nine types of policy tools for communication and cooperation draw the map of Fuzhou’s independent innovation policy tools and compare the actual use of various policy tools.Third,based on a questionnaire survey,we evaluated the effectiveness of the implementation of the independent innovation policy in Fuzhou.An evaluation system oriented to corporate satisfaction was constructed.265 valid questionnaires were retrieved.Through the reliability and validity test,an evaluation of the implementation effect of Fuzhou’s independent innovation policy was formed.The assessment results show that the implementation effect of independent innovation policy in Fuzhou is still acceptable and the satisfaction of the enterprise is high.Fourth,analyze the main factors restricting the implementation of Fuzhou’s independent innovation policies.The main factors are:insufficient support for financial science and technology input policies,inadequate support for talent team building policies,lack of open domestic and foreign market policies,and policy implementation departments.There is not enough coordination.Finally,we have researched and proposed specific countermeasures and suggestions for improving the effectiveness of Fuzhou’s independent innovation policies:improving en-vironmental policies,stabilizing financial science and technology input strengths and mechanisms,implementing supply policies,optimizing talent support strategies and supporting facilities,enhancing demand policies,and enhancing independent innovations.Market vitality;improving policy implementation and building inter-departmental coordination mechanisms.
