An Empirical Study On The Implementation Effect Of The Points-Earning System For Gaining City-Household Policy In Luohu Shenzhen City From The Perspective Of Migrant Workers

The emergence of household registration barriers,it's inherently unfair and unjust,aggravates social conflicts,and limits the process of urbanization.Shenzhen as the forefront of the national economic development of the city,the social from all walks of life its point-entry policy is very curious.Taking Shenzhen Luohu District as an example,this paper first introduces the evolution process of shenzhen's "point entry" policy.Secondly,using the method of questionnaire survey,to investigate the foreign contract employees,and the shenzhen luohu district "integral household" policy satisfaction investigation and empirical research,mainly from the shenzhen "integral door" policy in the policy content,policy implementation,policy implementation effect and so on three aspects to explore the migrant workers on the satisfaction survey of the implementation of the policy of "integral household".Thirdly,based on the survey results,the problems existing in the implementation of the "point entry" policy in Shenzhen and the reasons are analyzed.Finally,the author studies the improvement strategy of "point entry" in Shenzhen.Through the research,the following conclusions can be drawn: First,the respondents are not very satisfied with the content,implementation process and effect of the policy.Second,the reason for the low satisfaction of the policy content is mainly that the demand of "points" index is in short supply.Meanwhile,indicators are set in favor of people with high education and high skills,and the threshold is too high to meet the household needs of ordinary workers.Third,the reason for low satisfaction in the implementation process is that the application procedures are too complicated,proving that the application materials are too heavy.Based on the above problems and the analysis of the reasons,this paper puts forward the corresponding countermeasures: first,improve the index setting and integral weight,establish the humanized household index system;Second,streamline procedures,strengthen collaboration,form synergy,and provide personalized services;Thirdly,it is to strengthen propaganda and improve the cognition level of rural migrant workers on "integrating points into households".Fourth,we will appropriately relax restrictions on the number of household quotas.This provides certain guiding significance for the continuous improvement of shenzhen's "point entry" policy.
