The legislative review process is a key part of legislative activities and a core factor in determining the quality of legislation.After the "Legislation Law" was revised in 2015,the district-based city could exercise legislative power over the three aspects of urban and rural construction and management of environmental protection and historical and cultural protection.However,these three aspects are closely related to the grassroots public.The quality of legislation in the district-based cities should be considered more seriously.The improvement of the district-level legislative review procedure can effectively avoid the district impulsive legislation and blind legislation..The municipal legislative review of the district is the core link of the municipal people's congress of the district and the municipal people's congress standing committee to exercise the legislative power granted by the Legislative Law,and is also the institutional guarantee for improving the quality of the local legislation of the district.However,in the "Legislation Law",the provisions of the city's legislative review procedures for districts are relatively general and not practical.The municipalities of each district have no more detailed provisions in the "Legislation Ordinance".The legislative review procedures of the district-based cities do not have detailed operational rules and corresponding review system support.Therefore,there are still many parts to be perfected in the legislative review process of the district-based city.From the perspective of the legislative review of the district-based city,the data on the legislative status of Jiangxi and the data analysis of the Jiangxi legislative review process are used as support for the city of the district.The legislative review process conducts research and analysis.Promote the city's legislative review procedures with scientific and effective,democratic and open,and efficient coexistence,so as to effectively improve the quality of the city's legislative review,and thus improve the legislative quality of the local laws and regulations of the district.This paper comprehensively uses the big data analysis method to analyze the practice of the city's legislative review procedures in the district.The body part is mainly divided into five parts:In the first part,through the analysis of the characteristics,functions,deliberation methods and deliberation value concept of the legislative review procedure,a major effective measure to improve the quality of legislation is the legislative review procedure.The second part analyzes the status quo of legislation and legislation,and the status quo of legislative review and legislative research projects,which leads to the blindness and impulsiveness of the city legislation in Jiangxi.The third part analyzes the preparation time and preparation content of the review procedure in Jiangxi,the trial system and its division of labor,the number of deliberators and academic qualifications,and the number of comments.The fourth part is based on the above-mentioned Jiangxi legislation status and the analysis of the status quo of the review process to explore the problems of the review of the city's legislative review process in Jiangxi,the focus of deliberation is not clear,the debate is insufficient,and the degree of democracy is insufficient.The fifth part proposes corresponding suggestions based on the problems in the previous part of the analysis to improve the city's legislative review procedures.
