Research On Negotiation Between Superior And Subordinate Levels In The Vertical Management Reform Of Administrative Institutions

Economic development objectively gives rise to the importance of the ecological environment,which is an opportunity for a series of changes in the current ecological environment governance system.In view of the problems existing in the existing ecological environment management system,the state puts forward the idea of vertical management of monitoring,supervision and law enforcement by environmental protection agencies under provinces.The main objective is to break down the barriers between environmental governance levels and give environmental protection agencies greater independence than local governments,which is a reconstruction of China's environmental management system.The reform faces the adjustment of interests.Vertical management reform of environmental protection organizations has its clear purpose and significance,and has a clear group involved.However,different groups face different demands for reform and the results of interest adjustment,which makes it possible for different levels to participate in the reform and diverge.Negotiations between governments at higher and lower levels in China have their own unique characteristics due to the reasons of national system.More is the limited bargaining under the command-obedience model,but with the improvement of social governance level and ability,especially the change of the whole concept of governance,the rationality and legitimacy of intergovernmental negotiations between superiors and subordinates are recognized to a greater extent,the scope of bargaining is expanding,and the flexibility is gradually strengthened.Based on the background of vertical management reform of environmental protection organizations under the province,this paper discusses the logic,negotiation strategy and evolution characteristics of vertical bargaining among governments under the specific Mobilization Mode of reform through case reappearance and analysis of negotiation game between local and subordinate governments in the process of implementing vertical management reform of environmental protection.By positioning the degree,significance and value of the current intergovernmental negotiations between the higher and lower levels in our country,this paper reflects some actual situations of the current intergovernmental relations in our country.It affirms once again the progress of political governance model and concept brought about by social progress,promotes the more rational governance of higher and lower governments,and promotes more frequent and micro-level negotiation behavior and content between higher and lower governments.And through the application of some negotiation strategies which have been proved effective repeatedly in practice,the governments at higher and lower levels will find the maximum common denominator of each other,which enhances the rationality of the policy from top to bottom.
