Research On The Environmental Assessment And Approval System Of Construction Projects Under The Background Of The Reform Of Government Supervision

Since the founding of the People's Republic of China,the Chinese government has for some time sacrificed the environment for local economic development.Since reform and opening-up,the party and state leaders profound reflection and summing up the experience obtained in the process of national development,released in 1979,our country the first "environmental law of the People's Republic of China",the first time to made a provision for examination and approval of environment impact assessment system,determine the environmental impact assessment as an important way to the government protect the ecological environment of examination and approval.The party and state leaders then put forward a resolute decision not to follow the old path of "pollution first,treatment later",adhere to the scientific outlook on development as the guidance of governance,and regard environmental protection as an important goal of government governance.Since the 18 th CPC national congress,the party and state leaders with President xi jinping as the core have attached unprecedented importance to environmental protection and put forward the important conclusion that "green water and green mountains are mountains of gold and silver".The report of the 19 th CPC national congress also once again stressed the importance of environmental protection.Since the implementation of the reform,the administrative examination and approval system has been gradually improved.Environmental impact assessment examination and approval system,as an important institutional arrangement for the government to control the administration and protect the environment,has also been optimized to a certain extent,and the examination and approval efficiency has been continuously improved.In particular,the approval of environmental impact assessment of construction projects is closely related to the implementation and operation of investment attraction projects,which is closely related to local economic development,and has attracted extensive attention from all walks of life.However,in practical work,the efficiency of eia examination and approval still fails to meet the relevant requirements put forward by the state council,resulting in the hindrance of the followup examination and approval process of construction projects.The efficiency of eia examination and approval is the goal of our research.Selection based on the actual work experience rich,the H city for examination and approval of environmental impact assessment work as the research object,deeply research the H city district and Xia County department for examination and approval of environment impact appraisal and more than 40 small and medium-sized construction projects,using literature study,expert interview method,case analysis and comparative analysis and other research methods,combing the research status at home and abroad,this paper introduces the basic situation of H city for examination and approval of environmental impact assessment work,summarized its law enforcement,government examination and approval,examination specialized,local stress the characteristics of high demand and reform.Then the author analyzes the H present problems in the city for examination and approval of environmental impact assessment work,think that these problems are mainly embodied in the existing environment impact assessment approval process can't satisfy the actual needs,long time limit for examination and approval of environment impact assessment and environmental impact assessment for examination and approval of low efficiency in three aspects,and analyzes the causes of such problems,sums up the result in H city for examination and approval of environment impact assessment is not smooth reasons mainly include the examining and approving personnel overall quality is not high,management of small and medium-sized enterprises do not take the environment and the public to environmental impact assessment value degree is not enough.On this basis,the author makes a comparative analysis between the environmental impact assessment approval work of H city and the environmental impact assessment systems of Britain,the United States and other western developed countries,and concludes that they are greatly different in the production background,use purpose,basic characteristics and discretion space.Finally this study on the basis of summarizing and comparison of transverse longitudinal put forward optimize the environment of environmental impact assessment system,optimize for examination and approval of environmental impact assessment process,to guide the public "public participation" countermeasures and Suggestions,aimed at promoting the H city for examination and approval of environment impact assessment system optimization,and promote the reform of administrative examination and approval system and the Reform of government supervision.
