The Research On Administrative Regulation Of Network Charitable Organizations

With the continuous development of information technology,the role of the Internet is becoming more and more extensive.The "Internet+" program promotes the rapid integration of Internet and charitable organizations and upgrades them,which becomes a new form of development.In the course of the development of philanthropy in China,the status of network charity organizations has gradually become more and more prominent,but the prosperity and development of network charitable organizations are accompanied by the emergence of chaos of different network charitable organizations,the constantly questioned credibility,the lack of regulation system and so on.In face of these problems,the network charity organization itself can not resolve,and we need the regulations from external forces of course,among which administrative regulation is the most important way.The core value of administrative regulation is to solve the problem of "what the government should manage and how to manage it",which has become one of the important ways of modern government’s operation and governance.After the promulgation and implementation of the charity law of the People’s Republic of China,although many problems of charity have been standardized and solved,there are no corresponding regulations for the network charity organization and its network charity activities,and they have been simply brought about.There are many problems in the administrative regulation of network charity organization: the vagueness about the definition of administrative regulation subject,the administrative regulation mode being dominated by strong regulation,the defective system of charity information disclosure,and the limited evaluation mechanism.Therefore,we should select the United Kingdom,the United States and Canada as the special objects of in-depth investigation.We need make the comparative discussions on the basic theoretical knowledge,the basic institutional framework and the corresponding development experience.In order to promote the improvement and development of the administrative regulation of network charitable organizations in China,we should make the specific analysis and put forward some effective suggestions which can be operated and suitable for the actual development of our country according to the idea of "who will regulate-Who should be regulated-how to regulate".
