Research On Top-level Design Of Rural Development

In contemporary China,agriculture is the basic problem of national economic development,and the peasant problem is the primary problem facing the national development.In building socialism with Chinese characteristics,building a well-off society in an all-round way and realizing the Chinese dream of great rejuvenation of the Chinese nation,the solution of the problems of agriculture,countryside and farmers,namely "agriculture,countryside and countryside",should be put in the first place.2020 is the year when China has built a well-off society in an all-round way,and the key point is to properly solve the problems of agriculture,countryside and farmers in order to build a well-off society in an all-round way.Top-level design is the superstructure of a country and the policy aggregation of building high-rise buildings.It can play a macro guiding role in the development of specific departments,make plans and lead the way forward.In the final analysis,the top-level design research of rural development still needs to act on the development of agricultural and rural areas.It has been 40 years since China's reform and opening up.Various national reforms,such as economic system reform,political system reform and cultural system reform,have entered a "bottleneck" and "deep water area",which are in a critical period.The past "crossing the river by touching the stones" reform mode has been difficult to meet the needs of the development of the country in the new era.The reform of our country needs more and more macro-control and overall promotion,and a series of supporting and comprehensive system designs are carried out at the national level to promote the reform.Therefore,the "top-level design" has been introduced into political science,which has been attached great importance by the Party and state leaders.Rural development,as an aspect of China's social and economic reform,is in a special period of historical development like other reforms.In order to realize the further development of rural agriculture,it is necessary to carry out the "top-level design",and the "Central Document No.1" on rural development came into being at the historic moment.From 2004 to 2018,15 "No.1 CentralDocuments" have promoted the rapid development of agriculture and rural areas,but some inherent problems can not be ignored.This paper studies the top-level design of rural development from four aspects.The first part elaborates the background of rural development and the value of top-level design,explains the basic concepts of rural development and top-level design,and points out the importance of top-level design relative to rural development;the second part discusses the content of top-level design of rural development,from the fields involved in "No.1 Central Document" and the stage characteristics of "No.1Central Document".The third part mainly analyses the effect of top-level design on rural development,from two aspects: the positive effect of "No.1 Central Document" on rural agricultural development and the prominent contradictions existing in the current agricultural and rural development;the fourth part writes about the improvement path of rural top-level design,which should be given from promoting the structure of agricultural supply side.Four perspectives should be taken to promote the sustained and stable increase of farmers' income,protect rural agricultural ecological environment and strengthen the inclination of resources to rural areas.
