Research On The Quality Of Development Rather Than Just The Quantity In Zhejiang

Public economics points out that the scarcity of resources determines that any society must allocate the limited resources reasonably to various fields of the society in a certain way,so as to achieve the best use of resources,that is,obtaining best benefit by producing the most suitable goods and services with the least resource consumption.As for the optimized allocation of resources,Zhejiang started earlier in in theory and practice on the base oflocal realities.Zhejiang promoted "The Quality of Development Rather Than Just The Quantity" officially as a local economic policy by releasing The Guideline of Deepening Reform of "The Quality of Development Rather Than Just The Quantity"(Doc No.5 ZF[2018])in January 2018.Time has proved that the reform of"The Quality of Development Rather Than Just The Quantity"in Zhejiang is innovative in promoting the optimal allocation of factor resources.Meanwhile,there are imperfection in narrow sense of industry,scale and time.Therefore,it is a significant issue to discuss and analyze the possibility of its further improvement in accordance with relevant theories of public management.This paper takes the Research on "The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang as the subject,and its framework and main contents are as follows:chapter one,introduction.Introducing writing issues by explaining of origin of the subject,research significance,research status at domestic and foreign area,the perspective,methods and other aspects of this paper;chapter two,discuss the mutual relations between market and the government in optimal allocation of resources to establish the theoretic basis of"The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang;chapter three,introduce the essence of "The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang comprehensively by clarifying the background of policy formulation,the development process,the content and course of the policy,in purpose to pave the way of the further analysis and discussion in the following part;chapter four,reflects on the progress and narrow sense of "The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang,and puts forward suggestions of the aspects of"better combination of big data platform construction and precise service promotion".The innovation intention of this paper is mainly manifested in three aspects:(1)analyses the creativity of "The Quality of DevelopmentRather Than Just The Quantity"in Zhejiang by promoting reasonable utilization of resources as a local economic policy;(2)concludes the practicality of the promotion of "The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang,to provide experience for the areas which meet the bottlenecks of resources allocation;(3)puts forward the suggestions of the sustainable development of the policy accordingly,on the basis of objective assessment of "The Quality of DevelopmentRather Than Just The Quantity" in Zhejiang.
