Building a procuratorial team with optimized structure,reasonable division of labor,and high quality is the core and fundamental of procuratorial work.In recent years,the Procuratorate of S District of Shaoxing City has recruited a large number of young cadres.They have received higher education and have a solid foundation in legal theory.They are active in thinking and have the passion and vitality for innovation.Lost determination.But at the same time they lacked experience in handling cases and their goals were not clear enough.Against the background of the current situation where there are many cases and few conflicts,in order to implement the various tasks of the procuratorial organs,it is necessary to deploy the important new force of young cadres to build Support the"Yunjian Youth Iron Army" who is loyal,honest,and daring to play the role.At present,the academic circles have conducted a variety of research on the construction of young cadres at the grass-roots procuratorates,and grass-roots procuratorates in various places have also explored a number of measures for building young cadres in practice.However,there are still problems in academic research and work practice:the theoretical support for the construction of young cadres at the grass-roots procuratorates is insufficient,and the system structure is not sound.There is a mismatch between the goals of the young cadre team building at the grass-roots procuratorates and the assessment system,selection,promotion system,education and training system,and procuratorial culture in procuratorial practice.Maslow's "Hierarchy of Needs Theory",Locke's "Target Management Theory" and Human Resource Management Theory are the theoretical basis of modern team building,and are of great significance in explaining,analyzing,and solving the problem of building young cadres in grassroots procuratorates.Based on the practice of building young cadres in grass-roots procuratorates in various places,this article combines research methods such as questionnaire survey methods,literature research methods,comparative research methods,and experience summary methods in combination with the theory of demand hierarchy,goal management theory,and the theory of talent echelon construction.Analyze the individual needs of the young cadres of the grass-roots procuratorates and the objective needs of the procuratorial organs,and build a scientific and efficient mechanism for building a contingent of young cadres in Shaoxing S District Procuratorate.The main contents of this article include:Chapter One Introduction.It is the premise and basis of this article,including the background and significance,literature review,content,methods and technical routes.Chapter 2:Theoretical analysis.The concept analysis of the young cadres at the grass-roots procuratorates and their teams is made,and the understanding and application of the theory of demand hierarchy,goal management theory,and human resource management in team building are explained.Chapter 3:Analysis of the status quo.Introduced the basic situation of the establishment,personnel structure and construction of the young cadre team of the Procuratorate S District of Shaoxing City,and conducted a questionnaire survey of the prosecutors of the Procuratorate S District of Shaoxing City.,Selection and promotion perspectives,performance evaluation,procuratorial culture and other aspects.Chapter 4:Problem and Cause Analysis.Based on the results of the questionnaire survey,the problems and reasons behind were analyzed,and a total of insufficient understanding of the young cadre team construction,classification management system stayed on paper,lack of science,and were operable.There are six problems in the performance evaluation mechanism,the selection and promotion channels,the incomplete education and training system,and the lack of procuratorial culture.And look for reasons from the management model,leadership system,supporting system construction and concepts.Chapter 5:Countermeasures.Through the above research,the countermeasures and suggestions are put forward.Specifically include:formulate a plan for the construction of young cadres and promote the implementation of the plan;establish an institutionalized and standardized personnel classification management mechanism;formulate a clear and scientific job evaluation mechanism;improve the young cadre selection,promotion,and foreign exchange system;build a new type of education and training Mechanism;create a strong procuratorial cultural atmosphere and strengthen the sense of belonging.
