Current Situation,causes And Improvement Of Administrative Accountability System For Vaccine Supervision In China

Currently,vaccine safety is a serious problem in China.Vaccine safety has an important impact on national health,public health security and even national stability.So vaccine safety is not only a drug safety problem,but also a reflection of social,economic and even political issues.General Secretary Xi Jinping pointed out in the nineteenth National Congress that we should build a government ruled by law.Perfecting China's administrative accountability system is an inevitable requirement for the establishment of a government ruled by law and a responsible government.In recent years,vaccine safety incidents occur frequently in China.The administrative accountability system of vaccine safety supervision is an important way to ensure vaccine safety,and also an important part of building responsible and rule-of-law governments.Therefore,from the perspective of constitutional science and administrative law,combined with the current practice of administrative accountability of vaccine safety supervision in China,especially the Changchun Changsheng vaccine incident,which has a great impact on the current situation.this paper takes the administrative accountability system in the field of vaccine supervision as the research object,analyzes the realistic factors affecting the administrative accountability of vaccine safety supervision,and explores the specific ways to solve this problem.This paper is expected to play an active role in promoting the effective solution of vaccine safety problems in China.Firstly,the article discusses the general theory of administrative accountability system of vaccine supervision in China.It mainly expounds the basic concepts of administrative accountability system,vaccine supervision and administrative accountability system of vaccine supervision from the perspective of administrative law.It also makes theoretical analysis and Research on the subject,object,scope and procedure of administrative accountability system of vaccine supervision,and analyses vaccines.The particularity and importance of supervisory administrative accountability system.It provides a theoretical basis for the following discussion.Secondly,the existing problems of administrative accountability system for vaccine supervision are analyzed,and the main body,object,operation status and supporting facilities of administrative accountability system for vaccine supervision are discussed.The main problems existing in the existing administrative accountability system for vaccine supervision are unclear provisions of the main body,incomplete scope of the object,abnormal triggering,difficulty in identifying responsibility.The inadequate supply of administrative accountability supporting system hinders the role of administrative accountability in vaccine supervision.Thirdly,the causes of the dilemma faced by the administrative accountability system of vaccine supervision are analyzed.Combined with the practical cases mentioned above,the specific reasons that restrict the administrative accountability system of vaccine supervision are analyzed from the aspects of legal system construction,basic positioning,subject,object,procedure,implementation and the problems existing in the administrative supervision of vaccine safety.Finally,the development path of improving administrative accountability system of vaccine supervision is considered.The author's suggestions are put forward from four aspects: the construction of the rule of law,the improvement of administrative accountability system of vaccine supervision,the optimization of administrative law enforcement system of vaccine supervision,and the establishment of efficient and scientific administrative accountability supporting system.
