Community Administrative Committee Active Administration Research

The administrative problem of community neighborhood committee is a difficult problem in the process of social grassroots self-government development in recent years,the analysis of this problem and the discussion of the solution path have also become hot topics in academia.Most scholars proposed possible solutions from different theoretical perspectives based on the common understanding of de-administrative reform of the neighborhood committee should be carried out and make it return to be a autonomous organization.But,exploring the administrative issues of neighborhood committees only in this sense,lacked of investigation on the influencing factors of the neighborhood committee in its own administrative process.Through the field investigation into the J community in central city,the author found that the neighborhood committees in the community had similar tendencies and behaviors of the administrative as most of the community neighborhood committees in China,and its degree of administration and expression are also representative.Through further participatory observation and interviews in the community,the author found that the J community neighborhood committee,as an administrative subject,demonstrated some behaviors that actively form or strengthen its administrative color in its operation.Among them,it can be analyzed separately from the two levels of neighborhood comrmittee workers and neighborhood committee organizations.First of all,from the perspective of the workers in the neighborhood committee,the special characteristics of the members of the neighborhood committee in the real situation make it show positive recognition of its administrative identity.Secondly,from the perspective of the overall organization of the neighborhood committee,the neighborhood committee strengthen the full attachment to the government's administrative organs,and on the other hand,it actively change the attitude toward various administrative tasks.This paper combines the relevant information collected from in-depth observations and interviews in the community field,try to use the community neighborhood committee as the main body of the actor to study its administrative process,analyze whether the administrative of the neighborhood committee has active behavioral tendency,and elaborate what specific active administrative action strategies have been adopted by the neighborhood committees.Finally,combined with the theory of resource dependence and the theory of bounded rationality,exploring the motivation of the initiative of the neighborhood committee,mainly from the neighborhood committee as a rational actor.First of all,from the needs to work under the influence of specific systems.Secondly,to strengthen its legitimacy foundation and leadership position within the community.Thirdly,to seek the maximization of its interests,and "collude" with the street office.Finally,the active administrative tendency of the cadres in the neighborhood committee.Through the analysis of the daily operation mechanism and administrative performance of the neighborhood committee,it reflected that at this stage,the urban community neighborhood committee has shown a tendency to actively strengthen the administration,which has a certain effect on re-recognizing the urban community neighborhood committee in theory.
