Research On The Pension Service Problem Of Urban Community From The Perspective Of Active Ageing

Aiming at the aging population having become a common trend worldwide,our country will have much difficult in the course of coping with the aging population comparing with Western countries,according to China's national conditions,the features of the aging population,such as "fast growth","large base" and "old before getting rich" etc.,and the West Development experience.Since the traditional family pension and pension institutions have been facing unprecedented challenges and the tragedies that the elderly died alone at home take place successively,community care services as a new way of pension services make up for their shortcomings in the ascendant.Although under the support and guidance of national policies,our community retirement has gradually unfolded all over the country and it has begun to take shape after 20 years of development.However,made comparison among cities,there is still a large gap on the aspect of construction of community care service systems and there are quite a lot of problems in the development process.To better solve the problem of pension and make retirement communities serving well adapting to society and circumstances,only problems are continually found and solved in the process of development can the community care service systems be further improved and enhanced and can we respond to the aging actively.Given this,on the base of reference to a large number of relevant literature,this paper combs the status of Changchun community care services provided based on the investigation results of the five communities in X streets of South Gate District,Changchun City,Jilin Province.This paper fully affirms this social model,meanwhile,it analyzes its existing deficiencies,mainly including the effect of policies is poor,it is difficult for the preset target to achieve a single fund access,the management mechanism is not sound,facilities services are formalized,service concept is biased,emergency services are not in place,personal safety has potential pitfalls,services are not professional,volunteer teams are lack of strengthening,participation passion of the community members is not high and the younger elderly is under-utilization etc..In this regard,the author believes that community information management,community health service stations and day care stations need to be improved,in order to built a healthy and safe life platform for the elderly;the new era of Filial Piety culture needs to be promoted,the traditional labels of older persons need to be eliminated and hidden resources of the younger elderly need to be made full use of,in order to make the elderly take part in society positively and actively and to optimize the pension community environment;diversified pension community participation mechanisms need to be established and the development of non-profit organizations is increasingly growing,in order to provide more professional senior services for the elderly;the diversified financing channels need to be developed,responsibility sharing mechanisms need to be established and all forces need to be mobilized,in order to provide effective,economical,high-quality public services and to add new vigor and vitality to the rapid development and change of communities.
