"America First" is the governing principle of the Trump administration,and its connotation is "American interests first".The political slogan "America First" was not invented by Trump,but the businessman-turned-president has endowed "America First"with distinct personal characteristics.The emergence of Trump's version of the "America First" political slogan is not only a political decision made by Trump and his team based on the development of domestic and foreign situations,but also a policy choice made by President Trump himself based on his own personality characteristics and business experience.The field of foreign trade is the main policy practice field of the Trump's version of"America First".Under the guidance of the idea of "America First",the foreign trade policy of the current U.S.government has undergone significant changes.In trading with other countries,the Trump administration upholds the principle of "American economic interests first",only values the absolute economic benefits of U.S.,and only safeguards its own economic interests.In order to protect America's economic interests,the Trump administration is willing to adopt policy measures that ignores or even infringe the legitimate interests of trading partners,even though the benefits of such practices are only temporary and one-sided.The "America First" trade policy of the Trump administration hasn't achieved the expected benefit effect,on the contrary,it has damaged the reasonable interests of other countries while damaging the U.S.itself,and has brought great negative effects on the smooth operation of the world economy.It is foreseeable that the foreign trade policy of the U.S.government will continue the concept of "America First" during the rest of Trump's term.In the long run,the strategic anxiety and policy adjustment of the U.S.caused by the changes in the power comparison of the major powers will continue.China is "at the forefront" of the Trump administration's list of trade sanctions.Since the beginning of 2017,the U.S.has launched many trade wars against China,which represented by the imposition of punitive tariffs.Facing with the unreasonable trouble of the U.S.government,China has maintained great strategic patience andinsisted on resolving China-U.S.economic and trade conflicts through negotiation and consultation.In the rest of Trump's term,China needs to maintain its strategic focus,adhere to the existing development plan and make steady progress,make the domestic emerging strategic industries bigger and stronger,actively change the mode of economic development,seize the commanding height of advanced science and technology,and avoid falling into the strategic trap due to the trade war with the U.S.The research methods of this paper mainly include the case analysis,theory-practice combination and dialectical analysis,this paper starts from Trump's political idea of"America First",analyzes the changes of the U.S.government's foreign trade policy and summarizes its distinctive characteristics.This paper dialectically looks at the positive and negative effects of Trump administration's "America First" trade policy and points out the restrictive factors for its implementation.As for how China should deal with the trade war launched by the U.S.,several useful suggestions on strategic and specific countermeasures are given.
