The military power of the President of the United States refers to the power of the President of the United States to command the military forces of the country as the Commander-in-Chief of the armed forces granted by the Federal Constitution. The president is the Commander-in-Chief of the war and organizer and manager of the daily military activities in peacetime.Since the Federal Constitution does not mention the exact authority of the post of Commander-in-Chief of the President of the United States, the boundary of the exercise of military power by the President is blurred, which makes it possible for the Presidents of different periods to actively exercise or expand their military power.During the Truman Administration, the establishment of the U.S.Department of Defense, the National Security Council and the Central Intelligence Agency provided guarantees for the President to lead and command the U.S.armed forces in varying degrees.Among them, the establishment of the United States Department of Defense has greatly promoted the strengthening of the President's military power. From the perspective of the establishment of the Department of Defense, exploring the strengthening of the President's military power during the Truman Administration means understanding the trend of the expansion of American presidential power from a new perspective. This article includes the introduction, which is divided into five parts. The introduction mainly elaborates the research purpose and significance of the topic selection;combs some research results of domestic and foreign scholars related to the content of the topic selection;summarizes the basic structure and research methods, research characteristics and innovation of the paper. The second part is the first chapter of the main text, which combs the origin of the US presidential military power and the historical evolution of the US presidential military power before the Cold War based on the theoretical works and archives of military-political relations at home and abroad. The third part, the second chapter of the main text, with the help of archives, military and political high-level memoirs, bills, newspapers and other papers, discusses the relationship between the establishment of the Department of Defense and the strengthening of the presidential military power during the Truman Administration period, analyzes the problems encountered and the attitude of the legislative and judicial departments. The fourth part, the third chapter of the main body,is to assess the strengthening of the US president's military power during the Truman Administration. The fifth part is the conclusion of the text.
