Civil defense is a defensive measure for protecting people and the post-war reconstruction.With the arrival of the Cold War era,especially the Soviet Union's mastery of nuclear technology,the importance of civil defense is becoming increasingly prominent.Civil defense immediately on the national security agenda.The civil defense policy of the Truman administration was based on the American tradition of civil war during World War I and World War II,and was influenced by the two factors,namely,the cold war and the development of nuclear weapons.After a series of reports on Japan's Strategic Bombing Survey,the military's 3b-1 report,the Bull Report,and the Hopley Report.The Truman administration adopted the Federal Civil Defense Act and established a special working body to identify the policy.Under the leadership of the federal civil defense bureau,large-scale civil defense practices were carried out in the United states.Federal civil defense administration initiated by warning America campaign to educate the American public to better understand civil defense,proposed the construction of shelters and other programs to promote civil defense policies.However,the financial problems exposed in this process and the other controversies made the practice of civil defense policy in the Truman administration failed to reach its goal completely.In any case,the formulation and implementation of the Truman administration's civil defense policy is a measure of the United States' response to potential war threats,and despite its limitations,the debate and research of the US government,the military and congress have further increased their understanding of the strategic value of civil defense and the enhancement of national defense capabilities.It provides experience for the subsequent government's development of civil defense.
