The Countermeasures For Improving Governing Capacity For Maintaining Regional Stablization Of Government Of Xinjiang Under Informationlization

In the 21 st century,the maintenance stability and security work of the Xinjiang Uygur Autonomous Region has entered a new stage that Xinjiang's �Maintenance Stability� is facing the same complicated contradictions and challenges as the national social transformation.With the continuous deepening of economic system reform,various kinds o social contradictions are often presented in the form of mass incidents in collisions,especially the mass incidents related to ethnic and religious issues are causing increasingly great impact to social stability and people's life and property securities in Xinjiang area.From globally view,Xinjiang is in the condition of social stability,economic development,national unity,and frontier defense,there are still many risks and challenges hidden behind the stability.Unstable factors still have big living space and have the potential of spreading,which should arouse our high alert.In response to the challenges in the field of maintenance stability and security,the governments at all levels and the public security departments of Xinjiang Uygur Autonomous Region have built a variety of maintenance stability platforms of informatization,covering many areas such as �safe city�,video surveillance,alarm and alarm receipt,vehicle monitoring,police linkage,personnel visitor management,Wifi traceability,online behavior management,and big data analysis,which enable all levels of maintenance stability parts to quickly deal with emergencies.It strengthens the detection to misconduct such as terrorism and violence,improves the level of information security in an all-round way,and greatly reducing the incidence rate of terrorism and violence cases and various criminal cases.The launch of this new type of information system has also brought new challenges to the government's management capabilities while improving the level of informationization of all levels of government and the means of maintenance stability.There exists many problems that need to be solved in many aspects from the government's own management capabilities to the usage of information technology at all levels of maintenance stability departments,from the perception of institutions,enterprises,merchants and residents in the jurisdiction to the construction of information platform for maintaining stability.For example,aimed at the informationization maintenance stability measures,the relevant laws and regulations are not fully matched;the government functional departments exist the problems of multiple management,multiple use,and platform complex;grassroots maintenance stability personnel exist the problems of workload;information platform exist problems in the aspects of equipment installation,information collection,and normal operation in various stages;merchants and residents have certain resistance to informationization means;there is insufficient scientific periodicals and positive publicity to informationization maintenance stability.At present,Xinjiang is the frontier position and main battlefield of national anti-terrorism and maintenance stability and information technology means keep innovation.It has important practical significance for ensuring social stability and long-term stability in Xinjiang to timely launch research on informationization and maintenance stability to the improvement of government's management ability.Based on the actual situation in Xinjiang and the latest changes in the maintenance stability situation,this paper proposes a constructive countermeasure plan,which provides an effective reference for the future government management in Xinjiang.
