Research On The Standardization Of Urban Management Comprehensive Law Enforcement Procedures

The comprehensive law enforcement of urban management is a new system that emerged in the process of urbanization in China.Since its inception,both the theoretical and practical circles have given higher evaluations.How to restrict the enforcement power from the procedural,guarantee the legal rights of the relatives,and rationalize the administrative law enforcement system is the key issue in the study of urban management law enforcement procedures.With the continuous advancement of the construction of the rule of law in recent years,the issue of urban management law enforcement procedures has a more prominent significance in the reform of the overall urban management comprehensive law enforcement system.In the implementation of the comprehensive law enforcement system for urban management,many urban management law enforcement departments still follow the traditional “ heavy entity,light procedure ” law enforcement model,lacking sufficient understanding of the importance of the procedure,neglecting the standardized operation of law enforcement procedures,resulting in “arbitrary law enforcement”.The "violent law enforcement" incident has increased,and the comprehensive law enforcement of urban management has received wide attention from all walks of life,and has even become one of the most concentrated contradictions between the government and citizens.Based on this,this paper aims at the problem of non-standardization of urban management law enforcement,and combines the theory of national rule of law,through the analysis of many cases of urban management law enforcement,and makes a rough exploration on how to further standardize the administrative law enforcement procedures of urban management.The research focus of the article is on the problems existing in the urban management law enforcement procedures and the perfect countermeasures.First of all,the article introduces the background of the urban management comprehensive law enforcement system,through the review of the legislative status of urban management law enforcement procedures,and then points out the main problems in the urban management law enforcement procedures.These issues are summarized as follows: arbitrary increase and decrease of law enforcement procedures,law enforcement forms illegal,reverse order,time limit violations and other issues.Secondly,starting from China's national conditions,the deeper tomographic interpretation of the causes of non-standard law enforcement procedures and violations of legal procedures in the comprehensive law enforcement work of urban management is further demonstrated that China urgently needs to regulate the comprehensive law enforcement procedures of urban management.Finally,it mainly discusses the suggestions for improving the comprehensive law enforcement procedures of urban management.Through the analysis of the problems and their causes in the urban management law enforcement procedure,it is pointed out that the urban management comprehensive law enforcement system should be improved from the two aspects of external law enforcement procedures and internal law enforcement procedures.Flexible enforcement methods occupy important importance in the urban management law enforcement procedures.status.Finally,it explains the necessity and importance of urban management comprehensive law enforcement supervision and supervision.
