Research On Government Regulation Issues For Sharing Food And Beverage Platforms

Under the background of traditional government regulation cannot adapt the needs of the development of Sharing Economy(SE)and Sharing Economic Platform like Sharing Food and Beverage Platform,the paper focuses on the issues and countermeasures of government regulation of Sharing Food and Beverage Platforms.The paper starting from the explanation of Sharing Economy,Sharing Economic Platform,Sharing Food and Beverage Platforms as well as the Government Regulation,taking the Responsive Regulatory Theory as the theoretical tool,taking “Eleme” as an example.Second,the paper describes the development stage,status,trend as well as operation mechanism of Sharing Food and Beverage Platforms in China.Third,explaining the regulation policies of Sharing Food and Beverage Platforms by two different dimensions of central and local government level.Forth,analyzing the problems and reasons of government regulation from four aspects including food safety,traffic safety,user rights maintenance and financial risk prevention.Finally,proposing countermeasures to regulate Sharing Food and Beverage Platforms based on the theory of Responsive Regulation.The study found that these three attributes like external service,platform management and profitable enterprise which reflect the particularity of Sharing Food and Beverage platform.There is no doubt that the policy of Central government is in the preliminary stage and different local governments have their own regulation policies.Based on the research,the paper believed that the government regulation system is too slow to play the role sufficiently in practice,it is too hard to obtain a large amount of regulation information as soon as possible because the subject-object dialogue mechanism is not complete.Government regulatory strategy is not targeted enough,regulation means government can choose in the process are rare and government can not shape platform's role and ability in time,so most platforms are not able to participate in the field of self-regulation as soon as possible.These are main reasons for government regulation issues of Sharing Food and Beverage Platforms.The paper considered that in order to solve these issues,the Responsive Regulatory Theory should be used critically base on the status quo of government regulation in China.The following countermeasures would help government regulation to meet the changing regulation needs of Sharing Food and Beverage Platforms well.Updating the government regulatory system,improving regulatory capabilities.Establishing a benign dialogue mechanism to break regulatory barriers.Enriching government supervision and improving regulatory targeting as well as implementing the main responsibility of the platform strictly to ease the pressure of government supervision.
