History has granted Quebec a special status in Canada,and it has been more distinctive as it evolves.Compared with other provinces in the federation of Canada,Quebec has been pioneering in pursuing more autonomy in self-governing and more independence in foreign affairs.Since the Quiet Revolution in 1960s,two objectives have stood out in Quebec's international policy:independence and international communication.Quebec's attempts in foreign activities—political,economic and cultural—can be characterized as paradiplomacyParadiplomacy is,in terms of international politics,a series of international activities taken by a sub-national entity to achieve certain diplomatic purposes,and the activities are either independent of or parallel to those of its central government.With the deepening of globalization,more and more sub-national entities have begun to practice paradiplomacy.Among them,Quebec is one of the most typical and distinctiveThis thesis mainly takes paradiplomacy as the theoretical framework so as to explore the impacts of Quebec's international policy.The theory of Paradiplomacy helps us better understand Quebec's attempts in international arena,and the practices and impacts of Quebec's endeavors will shed light on the paradiplomatic choices of other sub-national entities.
