Study On The Policy Support Of Kunming To SME Financing Guarantee Organizations

SMEs are important carriers for the implementation of mass entrepreneurship and innovation in all countries.They are the main contributors to China's GDP and the basic force for promoting economic development,scientific and technological reform,and maintaining social stability,especially in promoting foreign trade,relieving employment pressure,and optimizing the economy.The structure has played a huge role,China's small and medium-sized enterprises are developing rapidly.At the same time of rapid development,problems have arisen,such as financing difficulties and financing.The problems in the development of SMEs are not unique to China,and SMEs all over the world face the same challenges.Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has attached great importance to the development of the private economy.On different occasions,he emphasized that "the private enterprises should be truly enhanced from the policy" and "focus on solving the financing difficulties of SMEs".With the transformation of China's economic development,the problems faced by the development of SMEs are urgently needed to be resolved.The government's financial intervention has alleviated the difficulties faced by SMEs to a certain extent,but this still cannot effectively solve the huge funding gap faced by SMEs in the process of rapid growth.This means that in addition to financial intervention,the government needs other aspects.Start to solve problems,such as the development of financing guarantee institutions to expand the financing channels for SMEs.As one of the major transportation hubs,Kunming has an important position in the strategic construction of "One Belt and One Road".The development of small and medium-sized enterprises is of great significance to the economic construction of Kunming.Therefore.this paper studies the support of Kunming City to support SME financing guarantee institutions.This paper uses public product theory,externality theory,information asymmetry theory and stakeholder theory,combined with literature research and case studies to point out that Kunming City is not perfect in the construction of guarantee system in the policy support of SME financing guarantee institutions.The formulation of the policy and legal system is not in place,the industry's compensation mechanism is not perfect,and the main body and means of supervision are not clear.Finally,by analyzing the causes of the problem,combined with the actual situation of Kunming and examples at home and abroad,the proposed solutions are proposed on a feasible basis,including the construction of the financing guarantee system,the improvement of the policy compensation mechanism,the improvement of policies and regulations.and the establishment of an effective supervision and management system.
