Illegal fishing by foreign fishermen is a severe problem for Indonesia due to significant impacts on ecology, society, and economy.Regarding the ecological aspects, this problem causes a diminish in fish stock, destruction of the maritime habitats and extinction of certain species. From an economic perspective,Indonesia loses US$4 billion annually. It also triggers social problems such as escalating conflict, increasing unemployment rates and mounting poverty level in coastal areas. On the other side, efforts to overcome illegal fishing face many challenges including the geographical complexity of an archipelagic country with more than 17,000 islands and a large area of Exclusive Economic Zones(EEZ)over 200 square nautical miles. The Indonesian government has a lack of technology, human resources, and facilities to conduct surveillance in Indonesian waters. This study aims to answer the question about what the strategy of Indonesian Maritime Security in Joko Widodo Administration:the case of Illegal,Unreported, and Unregulated(IUU)Fishing in period 2014-2017 which affects to its bilateral relationship with its neighbouring countries. This research is also expected to provide solutions to the efforts to protection and security in Indonesian waters as well as it explains what Indonesia needs in order to become a strong naval country. The researcher uses a qualitative method for a case study;this study used primary data and secondary data. The researcher uses a case study with the consideration that this design allows researchers to focus more on analyzing an interval or policy period. From the researching, three main things can be inferred.First, the government is more likely to undertake actions such as burn and sink the ship rather than confiscating it.This action is considered as a deterrent effect for offenders Illegal fishing.Second,Indonesia has built cooperation with neighbouring countries in combating IUU fishing and patrolling fishing grounds, yet conflicts continued to arise, which proved to be ineffective.Third, since the Indonesian government implemented the sinking to illegal foreign fishermen policy,Indonesia's volume of seafood exports in 2017 increased by 7 per cent compared to 2016,and the value of exports increased by 17 per cent in the same period.
