As an important means of national diplomacy,foreign aid plays an important role in promoting the development of diplomatic relations between the two sides,promoting international economic and cultural exchanges and cooperation,and in eliminating poverty and promoting balanced global development.Since the beginning of the 1960s,the focus of aid has shifted to the developing countries,including those in the African region.For Africa,the ultimate goal of aid is to eradicate poverty,promote social and economic growth in Africa,and achieve significant political development.So far,however,despite the enormous assistance provided by developed countries to the African continent,Africa is still the world's most backward and poor continent.And there is still no way to guarantee survival like the food and clothing.Naturally,the gap between the purpose and reality has made the argument about the failure of aid gradually rising.Dambisa Moyo,an African-American economist,is one of the important representatives of the theory of Aid Inefficiency.Dambisa Moyo,as Zambia descent with elite higher education in the west,always has a national emotion trying to help Africa and the outside world to establish a good communication bridge.So she can stand on the side of the African people to think about what aid means to Africa.Her research on Dead Aid is divided into two major parts,namely,the world of aid and a world without aid.It is concentrated in four aspects:first,with time as a clue,from each The focus of the phase of aid to Africa is to analyze the living conditions of people in Africa,the level of economic,political and social development after receiving aid,pointing out that aid has limited help to Africa,and African development trend is still facing severe challenges.Second,it explains why aid is failed.Analyzed the donors and recipients,respectively explaining what problems existed on both sides,which led to the failure.Third,comprehensive analysis of aid is not only failed,it will also give African economy and politics harm.The harm has caused Africa to eventually fall into the vic:ious circle of aid.Fourthly,assuming that Africa no longer accepts aid,the way for African countries to achieve development:First,how do African countries build themselves?Second,how to strengthen integration and establish closer links among countries within Africa.The third is how to expand trade cooperation with China and other emerging countries.On the basis of summarizing Dambisa Moyo's research on Ineffectiveness of aid,this article objectively evaluates the advisability and inadequacy of her view of Ineffectiveness of aid,and provides ideas for China to improve the effectiveness of aid to achieve mutual benefit.
