Research On The Investigation Countermeasures Of Criminal Cases Of Rural Black And Evil Forces

Our country has always attached great importance to the problem of crimes committed by black and evil forces in rural areas.Since the launch of the special campaign to eradicate black and evil forces,public security organs across the country have maintained a high-pressure crackdown on crimes of black and evil forces in rural areas and achieved remarkable results.But at the same time,some new situations have emerged during the investigation practice,and some new problems have been exposed.How to effectively solve the dilemma of investigative practice and improve the ability of investigating and combating crimes of rural black and evil forces has become an urgent problem for public security organs.From the perspective of investigative practice,the author clarified the difficulties in the investigation of criminal cases through field research,literature research,and case analysis,and put forward investigative countermeasures in a targeted manner,striving to provide theoretical support and operational guidelines for better combating the crimes of rural black and evil forces.The main part of this article includes five chapters.The first part is to clarify the research background and research significance,sort out the current research status of criminal crimes in rural areas,and expound the research methods.The second part defines the concept of crimes committed by black and evil forces in rural areas,and analyzes the reasons for the rise of crimes.In the third part,according to the general characteristics of crimes,regional characteristics,organizational characteristics and behavioral characteristics,the main characteristics of rural underworld crimes are sorted out.It is pointed out that in the past 20 years,the number of such crimes has been on the rise as a whole.It has complicated crimes,concentrated crimes in the eastern,central and northeastern regions,few crimes in the western region,long-term existence of criminal organizations,and typified personnel.It controls the rural grassroots government through multiple channels,continuously expands the field of crime,and the use of “soft violence” means of enhancing concealment.The fourth part discusses the difficulties in obtaining clues,investigating evidence,special investigations,and investigating cooperation in rural criminal cases of black and evil forces,as well as the obstacles of“protective umbrella”,relationship networks and some profitable villagers to the investigation of the case.The fifth part,in view of the existing difficulties in the investigation,elaborated the investigation countermeasures of the criminal cases of the rural black and evil forces in detail.First,it is necessary to improve the clue reporting system,strengthen the collection of criminal intelligence information,and use data models to check and sort out clues.Second,it is necessary to comprehensively collect criminal evidence based on the “dual evaluation model”.The focus is to strengthen the interrogation work,improve the protection norms for witnesses and victims,attach importance to external transfer and obtain evidence,and build a complete evidence chain.Third,we must use project management theory to strengthen project investigation management.Fourth,it is necessary to build a professional strike force against black and evil forces,build a combined combat mechanism,and improve strike effectiveness.Fifth,it is necessary to establish an inter-departmental network collaboration platform,improve the communication and consultation mechanism of public security bureau,procuratorate,and the court,strengthen communication and cooperation with the Commission for Discipline Inspection and Supervision,and actively seek support from local party committees and governments.
