In 2009,the standing Committee of the Eleventh National people's Congress revised the Postal Law to make express delivery a new industry.Being incorporated into the postal industry,giving it the legal status to participate in market economy activities,ending the long history of "black express delivery",which has long been separated from the grey border area,has completely changed the situation of the single operator in the postal market in the past.Taking advantage of the east wind of online shopping,the postal industry has entered a golden period of development.In the last five years,the volume of express delivery has increased by 10 billion pieces a year,and the removal of parcels has become a part of the daily life of the Chinese people.At the same time,the security incidents caused by the delivery of drugs,guns and ammunition,detonators,windproof matches,and so on,have pushed postal and express delivery services into the news focus again and again,and the security of delivery has begun to arouse the public.Of concern.In order to maintain the security of delivery,on the basis of traditional receiving and checking measures,the security department of delivery put forward two measures to strengthen the security control of delivery,such as the real name system of delivery and the security inspection of passing the plane.The core of the real name delivery system is to collect the identity information of the sender,solidify the connection between the sender and the delivery item,and strengthen the investigation and punishment of the behavior of endangering the security of the consignment.After the launch of the real name system,it has played a positive role in ensuring the security of delivery,but there are many problems at the same time.This paper adheres to the problem-oriented,from the perspective of administrative law regulation,puts forward countermeasures on how to improve the real-name system,with a view to finding the maximum common denominator between the protection of public safety and the protection of citizens' basic rights.
