The Influence Of The Cooperation Between Party And Government Leaders Of China's Provinces And Cities On The Economic Growth

Local party and government officials in China mainly adjust economic growth under the influence of government governance efficiency,which is closely related to the cooperation mechanism of party and government leaders.This paper is based on relative data from 31 provinces(autonomous regions,municipalities directly under the central government),278 prefecture-level cities,and economic cooperation data from 2001 to 2016.The fixed-effect model is used to research the influence of economic growth of party and government leaders.Empirical research and horizontal comparative analysis have been carried out in different regions,which provide a reference for improving the system of local officials' tenure and actively exerting the ability of party and government leaders.Based on the empirical analysis,the article draws the following conclusions:(1)During the sample study period,The influence of the cooperative tenure of provincial party and government leaders on economic growth varies with the time of cooperation.The longer the cooperation between provincial party and government leaders in cooperation,the more obvious the role of promotion of local economic growth in the initial stage of cooperation,but after more than seven years of cooperation,the impact of cooperation tenure on economic growth has dropped significantly.The cooperation time of party and government leaders at the prefecture-level level has a strong positive impact on economic growth,and with the increase in the duration of cooperation,the role of party and government leaders in promoting local economic growth is increasingly important.This illustrated that the impact of the cooperation term of party and government leaders on economic growth under the system of non-fixed official tenure in China will be affected by the cooperation time.(2)The impact of the cooperation between the party and government leaders in the eastern,central and western regions on economic growth is significantly different regions.The influence of the cooperation period of economic party andgovernment leaders in the eastern and western regions on economic growth is consistent with the results of the nationwide and the central region has the weakest impact.The sub-regional research at the prefecture-level level has a significant positive linearity between leaders' cooperation tenure and economic growth.The experience of party and government leaders is also varies from different regions.In general,whether at the provincial or prefecture level,the eastern region has less requirements for leadership experience,while the central and western regions need only by cooperating with local party and government officials can we better promote economic growth.(3)The influence of economic control variables on economic growth are different.The fixed asset investment of the whole society has a positive impact on economic growth,and the per capital GDP at the beginning has a negative impact on economic growth,which indicates that the party and government leaders are in the period of cooperation.It is necessary to give full play to the positive role of fixed asset investment to adjust the structure and promote development.In areas with high levels of economic development,we should seek new development strategies and promote the sustainable development of the regional economy.
