As a third sector,NGO have gradually assumed some public functions transferred by the government in recent years and become one of the important subjects cooperating with the government in social governance.However,the outbreak of a series of scandals such as "Guo Meimei Incident","The Red Cross Incident","Song Qingling Foundation Incident","One Foundation Incident","Red top Intermediary Incident" has made the government and the public find that there is a soil for corruption in the operation of commonweal-oriented NGO.From the studies of domestic and foreign scholars,it is found that the influence of law,supervision,accountability,openness,self-discipline and other factors on the governance of NGO corruption is mentioned.But blindly seeking the means of strong supervision and control can easily lead to the state of "incorruption without capability" and "incorruption without action" of NGO.Therefore,further research and analysis are needed on the elements that affect the performance of internal and external supervision and the "strong--weak" relationship between the supervision subjects.Drawing on previous studies on NGO supervision,this paper will start from the perspective of building an external NGO prevention and control mechanism and building an internal integrity,and exploring the relationship between subjects and elements in the internal and external mechanism.By using the relationship theory,mechanism theory,game theory and Probity theory among organizations,constructed a analytical framework of "Mechanism-Probity-Relationship" for NGO corruption governance from theoretical perspective.Identify the variables that influence and restrict the performance of NGO corruption management from the internal and external mechanisms and the relationship between internal and external regulatory entities and formulate the factor sets.At the same time,verified and analyzed the factors in the framework based on the empirical research of J province N city,topropose governance strategies corresponding relevant factors combined with domestic and foreign governance experience.Trying to provide a new analytical horizon and path for the analysis of NGO corruption governance.
