Marx pointed out: "Everything people strive for is related to their interests." The benefits are also important for collaborative relationship of organizations.The subject of alleviation in China has gradually evolved from the government to the era of coexistence between government and NGO.The collaborative governance between government and NGO is beneficial to play their respective resource advantages,but the improper benefit coordination affects the realization of synergy and reduces the efficiency of cooperation.The proposal of China's precise poverty alleviation strategy and the formulation of poverty alleviation goals are becoming more and more urgent for the government and NGO cooperation governance.At present,the relevant research mainly analyzes the cooperative governance of government and NGO from the perspectives of law,power,resources and trust,and lacks research from the perspective of interest coordination.If the government infringes on the public interest or the legitimate interests of the NGO for its own interests,the NGO will choose a way of non-cooperation or negative cooperation.The cooperation under such circumstances is disorderly and inefficient.Unbalanced interests can easily lead to conflicts of interest between the government and NGO,and conflicts of interest can lead to disorderly cooperation.Therefore,the imbalance of interests is the main reason for the disorderly cooperation between the government and NGO in poverty alleviation.In other words,the key to the collaborative governance between the government and NGO is the coordination of interests.Based on the previous literature research,this paper selects local governments and NGOs as research objects,takes collaborative governance theory as the analyticalperspective,and interests coordination as the breakthrough point.Firstly,the question of this paper focuses on: How does the disparity affect the government and NGOs? At the same time,it is explored: How can interest coordination achieve synergy between government and NGOs? The 5W1 H analysis method outlines the analytical framework of the full text.Secondly,the second part of the thesis discusses the relationship between the theory of collaborative governance and the research object,and focuses on the logical relationship between collaborative governance and interest coordination.Regarding the definition of the concept of interest,the academic community did not form a consistent view.In view of the particularity of cooperative governance,this article limits "interests" to three aspects: "economic benefits,governance concepts,and governance power." Thirdly,in order to avoid the discussion of being too empty,this paper selects the case of cooperation between Z County and two NGOs to help the poor,as the analysis object of this paper,and further refines the performance and causes of the imbalance of interests..Fourthly,n the basis of combining the theory of collaborative governance and the principle of interest coordination,this paper believes that in order to achieve high-quality collaborative governance,the government must play its due role in forming target consensus,interest expression,binding government self-interest,interest and interest incentives.effect.Only in this way can the government and NGOs move toward the goal of synergy and realism to achieve "good governance."...
