Research On Cooperative Governance Of Local And Middle-Level Government Departments In Targeted Poverty Alleviation

Accurate poverty alleviation is an important means of poverty management.Cooperative poverty management by government departments is an organizational model and method path for grassroots governments to implement the central poverty alleviation policy.However,grassroots government departments are facing the problem of "fragmentation" in coordinating poverty control,which also hinders the high-quality connotative development of grassroots government in poverty control.Based on the theory of holistic government and collaborative governance,using the methods of literature research,case analysis and summary,under the background of precise poverty alleviation policy and the collaborative practice environment of government departments in China,the author selected three counties in Guangxi as typical case sampling analysis,focusing on the obstacle elements of collaborative governance of grass-roots government departments,the impetus to break down obstacles,and the collaborative poverty alleviation.The optimization path and the quality improvement of the collaborative stage are discussed in four aspects.In order to improve the scientific and artistic nature of the coordination of grass-roots government departments in poverty alleviation in China,this paper aims at the high-quality connotative development goal and direction of the coordination of grass-roots government departments in poverty alleviation.Finally,combined with the theoretical and practical basis,the paper puts forward some strategies to improve the overall poverty control mode of grass-roots government,such as changing the division of tasks of departments,fostering a multi-sectoral cooperative culture,improving the coordination mechanism of departmental leadership,innovating the mechanism of departmental cooperative supervision,rewards and punishments,and building a platform of mutually beneficial and mutually beneficial cooperation among departments.The study concludes that the poverty control mode of grass-roots government departments in Guangxi is still in the process of COO The low-level stage of modernization,the scientific and artistic nature of coordinated governance are the guarantee to enhance the ability of grassroots government to combat poverty,and the three basic conclusions are that Guangxi grassroots government departments should advance towards the development goal of high-quality connotation.
