A Study On The Political Mobilization Mechanism Of Peasants In Taihang Anti-Japanese Base Area

The strategy of Rural Vitalization put forward by the Nineteenth National Congress of the Party is the general policy to solve the problems of agriculture,rural areas and farmers in the new era.It needs to mobilize the enthusiasm,initiative and creativity of the peasants and give full play to the main role of the peasants.However,since the reform and opening up,there has been a lack of farmers' subjectivity in the implementation of preferential agricultural policy or rural construction practice,which seriously affects the implementation of preferential agricultural policy and the effect of rural construction.Since its founding,the Communist Party of China has accumulated rich experience in mobilizing and organizing peasants in the practice of leading Chinese revolution and construction.Especially during the Anti-Japanese War,the Eighth Route Army led by the Communist Party of China mobilized peasants to participate in the war to the maximum extent,forming a copper wall against Japanese aggressors,and eventually making the Japanese army perish in the vast ocean of the People's War.This paper adopts the method of empirical research to study the peasants' political mobilization mechanism in Taihang Anti-Japanese Base Area from 1937 to1945 through field investigation and archival data collation in Wuxiang County,where the Eighth Route Army headquarters is located.Apart from the introduction,the article is mainly divided into five chapters: Chapter 1 discusses the people's livelihood construction in Taihang Anti-Japanese Base Area.Through the analysis of the pre-war economic situation,the policy of reasonable burden,the movement of reducing rent and interest rates,agricultural production and military and civil relief,this paper reveals that economic incentive is the fundamental way for peasants to mobilize politically.The second chapter discusses the democratic movement in Taihang Anti-Japanese Base Area,through the analysis of the pre-war political situation,the destruction of the puppet regime,the transformation of the old regime,the establishment of democratic regime and the development of democratic movement.It reveals that the construction of political power is the basic guarantee of peasants' political mobilization;Chapter 3 reveals the important role of organizationalmobilization means in cohesion of peasants' strength through the analysis of the establishment and development of mobilization committees,Communist Party organizations and mass organizations;Chapter 4 discusses the aspects of strengthening school education,strengthening mass education,expanding literary and artistic propaganda and setting up model figures according to the anti-Japanese basis of Taihang.The fifth chapter summarizes the experience and effect of peasants' political mobilization in Taihang Anti-Japanese Base Area,and puts forward the Contemporary Enlightenment of peasants' political mobilization mechanism in Taihang Anti-Japanese Base Area.In order to implement the strategy of rural revitalization,it is necessary to give full play to peasants' main role,and to give full play to peasants' main role.We should take strengthening Party building as the key,respecting peasants' principal status as the core,respecting peasants' wishes and winning peasants' trust as the foundation,and safeguarding peasants' fundamental interests as the starting point.
