Since the reform and opening up,China's national economy has shown rapid and steady growth.However,many "negative products" have followed: over-investment and long-term dependence on external demand,contrary to the fact that domestic consumption is difficult to reach the same level.This problem was confirmed by the 2008 financial crisis.The decline in export demand caused by the external environment is an obvious hidden danger that hinders the sustainable development of China's economy.Expanding our domestic needs is not only the key to transforming this issue,but also injecting fresh energy into the sustainable development of China's economy.Inner Mongolia,a minority area in the border areas,is no exception.As one of the major industries in Inner Mongolia,with the steady improvement of Inner Mongolia's economic environment and its superior geographical advantages and resource advantages,its industrial value has long ranked first in all provinces of China,and its herds as the “ main force ” of animal husbandry development accounted for It is an urgent matter for Inner Mongolia to increase the consumption level of herders by a quarter of the total population of Inner Mongolia.Uncertainty about the future is one of the main reasons for the current low level of consumption in Inner Mongolian herders.“Uncertainty”has prompted herders to increase their savings in case of emergency.Therefore,how to increase the sense of security of herders is the focus of improving the overall consumption level of herders.As a social "safety net" and "stabilizer",the social security system is particularly important in solving this problem.This paper firstly analyzes the relationship between social security and herdsmen's consumption,and presupposes the relationship between social security and consumption.Then,with the Inner Mongolia Autonomous Region as the background,under the condition of analyzing the social security expenditure and the current situation of herdsmen consumption in the region,the two are combined with each other,and the measurement model of the two is constructed based on the life cycle theory of Modigliani.The model is a tool to study and analyze the intrinsic link between social security expenditure and pastoral consumption in Inner Mongolia.Through research,it is found that the social security expenditure in Inner Mongolia has a positive effect on the consumption of herdsmen to a certain extent,but the effect on stimulating the consumption of herdsmen is not obvious.The main reason is that social security,as a means of safeguarding people's lives,plays a major role in balancing the principle of distribution.It is difficult to directly influence the herdsmen's propensity to consume.At present,the level of social security in Inner Mongolia is low,and its various systems are still Further improvement is needed.Finally,through the analysis of the above problems,constructive suggestions consistent with the current economic situation in Inner Mongolia are proposed.
