Research On The Social Security Expenditure Optimization For Adapting To The Urban Residents’ Consumption Structure In Hebei Province

Social security programs of Hebei have made breakthrough progress in recent years. In ruralareas, the new type of rural cooperative medical care started a pilot in2003, and in2007the newrural cooperative medical system has achieved full coverage. With the constant improvement ofthe coverage, reimbursement ratio is also rising and the scope of medical reimbursement isexpanding, and so are the highest proportion of reimbursement and the reimbursement. To alarge degree, it can eliminate Chinese people the risk of poverty due to illness. The new ruralendowment insurance system carries out with the rural cooperative medical system at the sametime in rural areas; it makes the majority of rural implementation of a sense of security andprovision for old age. In town, social pension insurance for urban residents started a pilot in2011;and Hebei Province has achieved the integration of urban and rural endowment insurance in2012and realized the full coverage system. By the end of2012, Hebei province has established abasic social security system covering both urban and rural residents.At the same time, with the improvement of the economic level and the gradualestablishment of the social security system, people in Hebei per capita disposable income ofurban and rural residents continued to improve the standard of living increased year by year.However, there exist some questions like income gap between urban and rural residents iswidening, the Gini coefficient has increased year by year, the consumption’s contribution rateof the economy and drive value are not high. It proves that domestic demand to economicfailed to give full play to the role, that phenomenon has caused the government and academicattention and research interest.This paper analyzes the impact of the consumption structure of urban residents in Hebeiprovince to its social security spending through empirical research. Through the analysis ofconsumption, to find the main factors of affecting consumers, and decimation factorsassociated with social security from the main factors. In order to improve the social securityof Hebei province policy to better adapt to the structure of consumption expenditure of urbanresidents, in the purpose of promoting the consumption of urban residents, eventually improvethe level of residents’ consumption and promote the stable, healthy and rapid development ofeconomy, steadily improving the quality of life of residents.
